About this opportunity

The City of Chicago Department of Aviation is requesting proposals for support and maintenance services of the Supervisory Monitoring System and Fire Alarm Monitoring System at Chicago O'Hare International Airport, with proposals due September 1, 2026 at 3:00 p.m. Central Time (extended from the original October 9 date due to technical system difficulties). Respondents must meet MBE/WBE participation goals of 28% MBE, 8% WBE, and 2% VBE.

The contractor must hold Desigo BAS certification, Tridium certification, and Siemens FAS certification, and must maintain an agreement with a Siemens parts distributor. These certifications are decision-flipping qualifications. The scope spans hardware, software, communications, and network upgrades; preventative maintenance; installations; training; and support services for the Building Automation System and Fire Alarm System across all CDA facilities, including Domestic Terminal Buildings, International Terminal 5, Consolidated Rental Car Facilities, Heating & Refrigeration Plant, Bus/Shuttle Center, and outlying CDA buildings.

The target contract value is $60 million over a three-year initial term with an option to extend for five additional twelve-month periods contingent on acceptable performance and sufficient funding appropriation. Pricing requires a monthly fixed fee for recurring preventative maintenance, monitoring, routine inspections, and testing services, with labor, materials, and parts for corrective maintenance and non-routine services compensated on an actual cost basis.

Required proposal components include company qualifications demonstrating at least three similar projects completed within the last five years, three years of financial statements, proof of insurance compliance, an Economic Disclosure Statement, staffing plans with key personnel resumes, user support and training plans, and documentation confirming the respondent's status as a manufacturer, authorized dealer, or authorized distributor of the specified equipment. The pre-proposal conference is August 4, 2026 at 10:00 a.m. at 10510 W. Zemke Road and via Microsoft Teams. Questions are due August 11, 2026 at 2:00 p.m. Central Time. Evaluation weighting: past performance (25%), proposed maintenance and monitoring approach (25%), user support and training (15%), staffing requirements (15%), and cost proposal (20%). Proposals must be submitted electronically through the City's iSupplier eProcurement portal.
