About this opportunity

The City of Chicago Department of Aviation is requesting proposals for support and maintenance services of the Supervisory Monitoring System and Fire Alarm Systems across all Chicago O'Hare International Airport facilities, with proposals due September 1, 2026 at 3:00 p.m. Central Time and a non-mandatory but strongly encouraged pre-proposal conference on August 4 at 10:00 a.m. The contract carries mandatory participation goals: 28% Minority Business Enterprise, 8% Women Business Enterprise, and 2% Veteran Business Enterprise of total contract value.

Scope covers hardware, software, communications, and network upgrades alongside corrective and preventative maintenance, installations, training, and software support for Building Automation System and Fire Alarm System infrastructure serving domestic and international terminals, rental car facilities, heating and refrigeration plants, bus/shuttle centers, and outlying buildings. Respondents must hold Desigo BAS certification, Tridium certification, Siemens Fire Alarm System certification, and maintain an agreement with a Siemens parts distributor. Awardees must demonstrate programming and modification capability and comply with NEMA Standards Publication SB 2-2016, NFPA 72, ADA requirements, City of Chicago Building Code, and electrical code provisions.

The target contract value is $60 million over an initial three-year term with five optional one-year extensions contingent on acceptable performance and appropriation of funds. Pricing follows a Schedule of Compensation format requiring a monthly fixed fee for recurring preventative maintenance, monitoring, and support services, plus actual cost billing for corrective maintenance, repairs, and non-routine services.

Evaluation will weight past performance at 25%, proposed maintenance and monitoring approach at 25%, user support and training at 15%, staffing requirements at 15%, and cost proposal at 20%. Questions are due August 11 at 2:00 p.m. Central Time. Respondents must submit iSupplier vendor portal registration at least three business days before proposal submission and provide three years of audited financial statements, proof of insurance compliance, economic disclosure statements, legal action disclosures, and a sexual harassment policy affidavit.
