About this opportunity
The City of Chicago Department of Aviation is requesting proposals for support and maintenance services of the Supervisory Monitoring System and Fire Alarm System at Chicago O'Hare International Airport under RFP 74294_1.pdf, with proposals due September 30, 2026 at 3:00 p.m. Central Time. This is a restricted solicitation limited to invited suppliers. The contract carries contractual goals of 28% MBE, 8% WBE, and 2% VBE participation.
The scope encompasses hardware, software, communications, and network upgrades including corrective and preventative maintenance, installations, training, and software support for all CDA facilities including domestic and international terminals, rental car facilities, heating and refrigeration plants, and outlying buildings. Minimum qualifications require Desigo BAS certification, Tridium certification, and Siemens Fire Alarm System certification with an authorized Siemens parts distributor agreement.
The estimated contract value is $60 million over an initial 36-month term with an option to extend for five additional 12-month periods contingent upon acceptable performance and funding appropriation. Pricing will be evaluated on a proposed monthly fixed fee for recurring services such as system monitoring and routine maintenance, combined with labor rates, material costs, and other pricing components for actual cost-based services.
Evaluation criteria are weighted as follows: past performance (25%), proposed maintenance and monitoring approach (25%), user support and training (15%), staffing requirements (15%), and schedule of compensation or cost proposal (20%). Respondents must submit comprehensive proposals including financial statements for the past three years, insurance certificates, references, staffing plans, and compliance documentation in word-searchable PDF format with redacted copies for public disclosure. Vendor registration through the City's iSupplier portal is required, allowing three business days for completion. Questions are due August 11, 2026 at 2:00 p.m. Central Time. A pre-proposal conference is scheduled for August 4, 2026 at 10:00 a.m. at 10510 W. Zemke Road and via Microsoft Teams; attendance is strongly encouraged but non-mandatory.
