About this opportunity

The City of Chicago Department of Aviation is requesting proposals for support and maintenance of the Supervisory Monitoring System and Fire Alarm System at Chicago O'Hare International Airport, with proposals due September 30, 2026. The contract carries mandatory participation goals: 28% Minority Business Enterprise, 8% Women Business Enterprise, and 2% Veteran Business Enterprise.

Respondents must hold current authorization from Siemens as a distributor, Desigo BAS certification, Tridium certification, and Siemens FAS certification — all are binding eligibility requirements. The scope covers comprehensive hardware, software, communications, and network upgrades alongside corrective and preventative maintenance, installations, training, and software support for all building automation and fire alarm systems across the airport complex, including domestic and international terminals, rental car facilities, the heating and refrigeration plant, bus/shuttle center, and outlying buildings. Services must comply with NEMA Standards Publication SB 2-2016, NFPA 72, ADA requirements, Chicago Building Code, Chicago Electrical Code, and ASHRAE standards.

The targeted contract value is $60 million, funded jointly by city and federal sources, over a three-year term with an option for five additional twelve-month extensions subject to acceptable performance and funding availability. The contractor must provide all corrective and preventative maintenance labor, parts, materials, and incidental costs through a monthly fixed fee; additional services are compensated on an actual cost basis.

Evaluation will be weighted as follows: past performance, 25%; proposed maintenance and monitoring approach, 25%; user support and training, 15%; staffing requirements, 15%; and cost proposal, 20%. Respondents must submit an Economic Disclosure Statement and Affidavit, audited financial statements for three years, proof of insurance compliance, references from comparable projects, and detailed staffing plans. The question-submission deadline is August 11, 2026, at 2 p.m. Central Time. The pre-proposal conference was held August 4, 2026; site visits are not required.
