About this opportunity
The Maryland Environmental Service is soliciting competitive sealed bids for a three-year contract to supply, remove, install, and maintain trees and shrubs at the Masonville Cove Environmental Education Center in Baltimore City, Maryland. The project encompasses an approximately 0.73-acre planting area and requires the installation of 256 plants in Year One, consisting of 151 trees (minimum 2-inch caliper) and 105 shrubs (minimum 1-gallon containers at 18-inch height) across specified species including Boxelder, Red Maple, Sweetgum, Black Gum, Loblolly Pine, Sycamore, Cottonwood, Willow Oak, Red Chokeberry, Staghorn Sumac, Elderberry, and Southern Arrowwood. The contractor must provide all labor, materials, equipment, and supplies necessary for project completion and maintain the plantings to achieve an 85 percent survivability rate of 350 stems per acre, with estimated annual replacements of approximately 15 stems in Years Two and Three. Contractors must comply with the Masonville Health and Safety Plan requirements, including protection of the soil cap structure and contaminated soil management, and coordinate with onsite MES staff regarding access, scheduling, and wildlife restrictions related to Bald Eagle reproduction. A pre-bid conference is scheduled for April 8, 2026, at 10:00 AM via MS Teams, a mandatory site visit is scheduled for April 14, 2026, at 10:00 AM, and electronic bids must be submitted through the MES Procurement Portal by April 30, 2026, at 1:00 PM, with the deadline for requesting clarifications at April 16, 2026, at 1:00 PM. Award will be based on the lowest responsive total bid price from a responsible bidder, with all 26 bid line items required to be completed correctly or the bid will be deemed non-responsive.
This procurement includes a Minority Business Enterprise (MBE) set-aside with a 20 percent subcontract participation goal, and all bidders must submit completed MBE Utilization and Fair Solicitation Affidavits along with nondiscrimination certifications, debarment status documentation, and Affirmative Action Plans prior to contract award. Bidders must commit to meeting the full MBE goal, request a partial waiver, or request a full waiver with documented good faith efforts, with specific subgoals for African American-owned, Hispanic American-owned, Asian American-owned, and women-owned MBE firms. No bonding requirements apply to this contract, and there are no specified renewal options beyond the three-year initial term beginning from the issuance of a written notice-to-proceed, with work required to commence within 14 calendar days of notice-to-proceed if issued during the optimal planting window or by a mutually agreed-upon date. The bidding documents do not specify an overall contract value or budget range; contractor compensation will be computed on the basis of actual quantities provided in the 26 bid line items covering tree and shrub supply, installation, removal and disposal, maintenance and warranty packages, and watering services.
