About this opportunity

Dane County Department of Waste & Renewables in Madison, Wisconsin, is soliciting bids for the supply and delivery of desulphurization media for its Renewable Natural Gas (RNG) Plant. The procurement seeks media for removing hydrogen sulfide (H2S) from landfill gas across three distinct applications: landfill vacuum units, bulk removal units, and polishing units. Bidders must demonstrate the lowest overall cost of use, considering material unit costs, removal efficiency, and change-out frequency. Vendors are required to have at least three years of experience in manufacturing or distributing H2S removal media and provide evidence of successful use in at least five landfill gas projects within the past five years. The Request for Bid (RFB) #2024-RFB-042-PR was released on February 28, 2024, with a vendor conference scheduled for March 12, 2024, and bid responses due by March 19, 2024, at 2:00 pm. The contract term is anticipated to run from March 2024 through December 31, 2028, with potential annual renewals. Evaluation criteria include pricing based on price per pound, predicted H2S loading, and media bed life under nominal conditions.

The solicitation does not explicitly mention specific set-aside designations for disadvantaged enterprises, though the county does encourage bids for products with recycled materials and has local vendor preference policies that may provide additional consideration to vendors based in Dane County, surrounding counties, or Wisconsin. The contract will be awarded to selected bidders for each application, with an initial 180-day acceptance period to test media performance. Dane County reserves the right to terminate the contract if the media does not perform as anticipated and may select the next bidder. While specific budget ranges are not detailed, the procurement involves technical specifications for multiple vessels, including a 60" diameter stainless steel vessel for polishing units and various vacuum and bulk removal vessels. Vendors must provide comprehensive documentation, including safety data sheets, grain size analysis, storage recommendations, and project references. The county will purchase initial shipments of media during the 180-day acceptable period, with the potential for ongoing procurement based on performance and contract renewals.
