About this opportunity

The Matanuska-Susitna Borough Purchasing Division is issuing Request for Quotation (RFQ) 26-150Q for the fabrication and delivery of replacement trailhead signage at various parks and recreational sites throughout the borough. The procurement encompasses 61 signs across 14 different types, including entrance signs (8 units at 4' x 4'), small signs (12 units at 12" x 18"), fee panels (10 units at 2' x 4'), and specialized signs such as boat launch, day use, float plane access, canoe portage, backcountry, trail fork, dedication, lake access, and mapped signs with camping or informational content. All signage must meet or exceed minimum specifications including aluminum substrate (minimum 0.080-inch thickness), engineering-grade reflective sheeting, UV and fade resistance for outdoor Alaska conditions, rounded corners with smooth deburred edges, and permanently bonded graphics. The contractor must submit final sign designs for Matanuska-Susitna Borough (MSB) review and approval no later than May 20, 2026, with one revision per sign type included at no additional cost, and deliver all signs to 17704 E. Sullivan Avenue, Palmer, Alaska 99645 no later than June 19, 2026. The quotation deadline is Tuesday, April 28, 2026 by 12:30 PM AKDT, and an addendum issued April 14, 2026 specifies that the borough will provide full-color CMYK .eps files or comparable files with printer-requested bleed specifications, requiring contractors to ensure color matching and acknowledge receipt of the addendum on their quote submittal. Installation is not included in the scope, and bidders must direct all questions or requests for clarification to Purchasing@matsugov.us, as inquiries directed to other borough staff or consultants may result in proposal rejection.

The RFQ contains no identified set-aside designations or restrictions limiting bidder eligibility based on disadvantaged enterprise status or organizational type. No incumbent vendors or current contractors are listed in the procurement documents. The award will be made to the vendor offering the lowest total quote price, with the quotation representing the best net price FOB destination including all delivery charges but excluding applicable taxes. Quotes exceeding $50,000 will not be accepted, establishing a maximum budget ceiling of $49,999.99. The contractor must provide a minimum one-year warranty covering defects in materials and workmanship, and all signage must be delivered in ready-to-use condition with proper packaging to prevent transport damage. Payment terms are Net 30 days from receipt of goods and a correct and undisputed invoice, with no deposits or prepayments permitted unless specifically authorized by written addendum. The contract is subject to the MSB's standard Purchase Order Terms and Conditions, which include compliance with all federal, state, and local laws, indemnification, equal employment opportunity provisions, and Alaska state law and jurisdiction.
