About this opportunity
The Washington Convention and Sports Authority t/a Events DC is requesting bids on supply and repair of ADA lifts and associated parts under IFB 25-S-044, with bids due May 26, 2026 at 5:00 p.m. and questions due May 15, 2026. For contracts exceeding $300,000, First Source Employment requirements mandate that at least 51 percent of hired personnel be District of Columbia residents; for contracts exceeding $250,000, contractors must award at least 35 percent of total contract value to certified Small Business Enterprises or Certified Business Enterprises. Up to 12 preference points are available for District of Columbia Small and Local Business Development (DSLBD) certified businesses, including small business enterprises, resident-owned businesses, longtime resident businesses, local business enterprises, disadvantaged businesses, veteran-owned businesses, and local manufacturing enterprises.
The scope includes supplying and delivering Ascension Virtuoso lift models and approximately 20 specified replacement parts (door closers, safety skirts, switches, relays, casters, and related components) on an as-needed basis, plus repair services defined as replacement of broken parts with manufacturer-recommended components. Pricing is structured as firm fixed price for supplies and time-and-materials for repairs. The contractor must demonstrate three years of documented experience providing the specified goods, maintain a customer service representative with three years of relevant experience, provide three customer reference letters, and hold appropriate District licensing and bonding. All work and materials are warranted for one year for materials and 90 days for labor. Deliveries are required to the Convention Center's House Dock at 801 Allen Y. Lew Place, NW, Washington, DC 20001, between 8:00 a.m. and 4:00 p.m., Monday through Friday.
The contract base term runs October 1, 2026 through September 30, 2027, with four optional one-year renewal periods. Evaluation prioritizes the lowest aggregate price over the contract life. No specific funding amount is identified. Vendors must complete an ACH authorization form, provide a Tax Certificate of Good Standing from the District of Columbia Office of Tax and Revenue, submit a W-9, and complete a disclosure statement regarding relationships with Events DC Board of Directors and key staff. Comprehensive insurance coverage is required, including commercial general liability ($1 million per occurrence/$2 million aggregate), umbrella liability ($5 million per occurrence), automobile liability ($1 million combined single limit), workers' compensation at statutory limits, and cyber liability ($1 million per claim/$3 million aggregate), with Events DC named as additional insured.
