About this opportunity
The City of Philadelphia is requesting quotes for supply and installation of a replacement Summa Plotter F1612-31 belt as a micro purchase under PHLContracts, with quotes due September 22, 2026 at 10:30 a.m. Award will be made as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder; sellers must quote all items to remain eligible.
The quotation ceiling is $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 to the most recently published CPI-U and rounded to the nearest $1,000. All prices must be quoted on an FOB Destination Point basis, net of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Contract term is 365 days from the effective date, commencing automatically without notice.
Sellers must maintain workers' compensation coverage at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence, with the City named as additional insured. Sellers must comply with Philadelphia's business tax requirements and certify that neither they nor their parent or subsidiary companies are indebted to the City for delinquent taxes or other obligations without an established payment plan. All quotations remain valid for 60 days from submission.
Quotes must be electronically submitted through PHLContracts.phila.gov with a signed Consent and Authorization Agreement attached to the vendor's profile during registration or included with the first quote submission. Vendors must designate a Seller Administrator and comply with account security requirements. Payment is contingent upon delivery, City approval, and proper invoice submission; the City processes all payments through electronic deposit.
No delivery or services are to commence until notified by the requesting department. The City will accept late quotes only if it is the only response and in the City's best interest, at the Procurement Commissioner's discretion.
