About this file

This is a buyer checklist document from the City of Philadelphia Procurement Department designed to guide staff in creating bids for services, supplies, and equipment (SS&E) through the PHLContracts platform. The checklist encompasses multiple tabs and sections that must be completed during the bid creation process, including general bid information, item specifications with commodity codes, shipping addresses, accounting codes, and required attachments such as bid specifications, price lists, terms and conditions, and various compliance documentation. The document outlines procedural requirements for establishing bid opening dates, ensuring accurate departmental or citywide location classification, and setting submission deadlines, with a standard requirement that all quotes be submitted through PHLContracts no later than 10:30 AM on the bid opening date.

The checklist addresses administrative and compliance requirements including vendor registration status, bidder restrictions, disclosure of board composition and anti-slavery commitments, and mandatory question submissions. Additional procedural elements include provisions for pre-bid conferences, pre-qualification requirements, sample testing, site inspections, and bid security forms. The document specifies that restricted bids are visible only to registered vendors listed on the bidders tab, while unrestricted bids are publicly viewable. The related contract opportunity involves supplying and installing a replacement belt for a Summa Plotter F1612-31, with the award to be made as a whole or by line item to the lowest responsive and responsible bidder, contingent upon the seller quoting all items to remain eligible for consideration.
