About this opportunity

The City of Seattle is soliciting bids for Invitation to Bid (ITB) SU0-6667, seeking multiple vendors to supply and deliver water treatment chemicals for Seattle Public Utilities on an as-needed basis. The procurement covers a multi-year contract period of five years with one potential two-year extension, targeting critical water treatment facilities including the Landsburg and Tolt Water Treatment Facilities, various reservoirs, and wells. Targeted chemicals include sodium hypochlorite, hydrofluorosilicic acid, chlorine, liquid oxygen, ferric chloride, lime, sodium hydroxide, and carbon dioxide. Vendors must demonstrate a minimum of three years of experience producing chemicals meeting American Water Works Association standards and possess capabilities for safe chemical transportation in compliance with local, state, and federal regulations. Chemical suppliers must provide NSF/ANSI Standard 60 certifications and conform to specific AWWA standards. A non-mandatory pre-bid conference is scheduled for November 13, 2025, with bid submissions due on December 4, 2025. Vendors will be responsible for continuous chemical supply, transport, and secure delivery to multiple facility locations within the Seattle metropolitan area.

The solicitation does not explicitly detail specific set-aside designations or restrictions for disadvantaged enterprises. Current incumbent vendors include JCI Jones Chemicals (sodium hypochlorite) and Dubois Chemicals (hydrofluorosilicic acid), whose existing contracts are being rebid through this comprehensive solicitation. The City anticipates annual spending between $1,000,000 to $5,000,000 for water treatment chemicals, though these quantities are planning estimates and do not guarantee specific purchase volumes. Vendors must comply with extensive insurance requirements, including Commercial General Liability, Business Automobile Liability, and Worker's Compensation, with minimum liability limits ranging from $1,000,000 to $2,000,000. Additional contract requirements include adherence to prevailing wage laws, equal benefits provisions, social equity requirements, and various federal and state regulations. The City emphasizes environmental sustainability and requires vendors to potentially use recycled products and green seal certified materials where applicable. Contractors can request price adjustments following specific guidelines, with potential increases permitted no sooner than one or two years after contract signature.

Vendors must be able to provide a continuous supply of chemicals, as required by the specifications for Seattle Public Utilities water treatment facilities.

The City requires chemical supplies for use at multiple locations, primarily Seattle Public Utilities water treatment facilities. The successful bidder(s) will be responsible for supply, transport and delivery of the chemicals to the facilities in a safe and secure manner as defined in the specifications.

Facility locations and the estimated annual quantities for each chemical are identified in the specifications. The City anticipates spending approximately $1,000,000 to $5,000,000 annually for the chemicals being purchased through this solicitation. These estimated quantities are for planning purposes and do not guarantee a purchase volume.

The City currently has contract #3667 with JCI Jones Chemicals to supply sodium hypochlorite and #4357 with Dubois Chemicals to supply hydrofluorosilicic acid, but these contracts are due to be rebid. The City has bundled these along with other water treatment chemicals into this one solicitation for new contracts.
