About this opportunity
The Texas Health and Human Services Commission is requesting bids for consumable food service and warehouse equipment supplies for the Denton State Supported Living Center under IFB HHS0017834, with bids due August 14, 2026 at 10:30 a.m. Central Time. Questions are due August 6, 2026 at 10:30 a.m., with responses posted by 3:00 p.m. the same day.
The scope comprises twelve line items of food service and warehouse supplies including clear and natural square plastic juice bottles in various sizes, milk jugs, an impulse sealer, stainless steel weights, utility carts, stretch film, carton sealing tape, tape dispensers, utility knives, and mobile hanger racks, each quoted at a quantity of one unit. Items are classified under NIGP Class 450-41. All pricing must be firm and fixed, quoted F.O.B. Destination with freight prepaid and included in the unit price unless exact delivery costs are otherwise specified. Estimated delivery is 14 days after receipt of order unless otherwise noted. A not-to-exceed contract value of $100,000 applies during the awarded purchase order term.
The initial contract term runs September 1, 2026 through August 31, 2027, with an optional one-year extension at the sole discretion of HHSC subject to funding availability. The contract will be available for use by both HHSC and the Department of State Health Services. No volume guarantee is provided; orders are placed on an as-needed basis by the agency delivery contact. Price adjustments are permitted only at HHSC's sole discretion using the Bureau of Labor Statistics Consumer Price Index (CPI-W or CPI-U) for Region VI per a specified formula, or upon Federal Minimum Wage increases with supporting documentation.
Evaluation will be based on meeting or exceeding specifications, ability to meet delivery performance requirements, and pricing under a best-value standard, not lowest price alone. Bidders may be rejected for unsatisfactory past performance, unfavorable vendor performance reports, current corrective action plans, or prior contract cancellations. A HUB Subcontracting Plan is encouraged but not required. Bids must include completed HHS Solicitation Affirmations and HHS Contract Affirmations documents. Submissions are accepted via the optional HHS Online Bid Room or alternative methods specified in the solicitation package; late responses are not accepted.
