About this opportunity
The Railroad Commission of Texas (RRC) is seeking qualified contractors for Supplemental Regional Well Plugging & Related Services through Request for Qualifications (RFQ) #455-24-1036A. The solicitation covers well plugging services across multiple Texas Oil and Gas Division Districts, including San Antonio, Houston, Corpus Christi, Kilgore, Abilene, San Angelo, Midland, Lubbock, Wichita Falls, and Pampa. Services include routine and deep well plugging (over 10,000 feet), federally funded well plugging, plugging in environmentally sensitive locations, emergency response, and work on wells adjacent to surface freshwater. Related services may encompass soil remediation, habitat restoration, and infrastructure removal. The RFQ employs a two-tier selection process where vendors are first evaluated on qualifications, then compete for work orders through a post-award bidding process. Responses are due by 2:00 PM Central Time on May 23, 2024, with a contract term of one year and four optional one-year renewals. Contractors must maintain required insurance coverage and submit a HUB Subcontracting Plan, with potential liquidated damages of $500 per calendar week for incomplete work orders.
The procurement emphasizes Historically Underutilized Businesses (HUBs), with vendor lists showing significant representation of minority and women-owned businesses. Vendors must comply with federal funding requirements and terms, given the inclusion of federally funded projects. The solicitation supports diversity by encouraging participation from small businesses, including those classified as Asian American, Black, Hispanic, and Woman-Owned enterprises. Contractors previously awarded under a related solicitation (455-24-1003) are restricted from proposing services in districts already covered by their existing contract. While no specific contract value is stated, the RRC may award multiple contracts and reserves the right to obtain services from alternative sources. Contractors are required to provide eight total rigs across both this and the previous solicitation, with no idle/standby rig fees accepted. Project experience can only include teaming partners who will perform work on every plug job, and the number of wells serviced will depend on vendor availability, orphan well inventory, and available budget.
