About this file

This is Addendum #1 issued by the Railroad Commission of Texas (RRC) for RFQ #455-24-1036A regarding Supplemental Regional Well Plugging and Related Services, with responses due May 23, 2024, at 2:00 PM Central Standard Time. The solicitation covers well plugging services in multiple districts including San Antonio (1&2), Houston (3), Corpus Christi (4), Kilgore (5&6), Abilene (7B), San Angelo (7C), Midland (8), Lubbock (8A), Wichita Falls (9), and Pampa (10). Contractors previously awarded under solicitation 455-24-1003 cannot propose services for districts covered under their current contract, as this RFQ aims to supplement districts with inadequate coverage.

The addendum clarifies that contractors awarded under both this RFQ and the previous 455-24-1003 must provide eight total rigs (four for each contract). No idle/standby rig fees will be accepted, and contractors are not required to have a rig in every service area to qualify. Project experience can only include teaming partners if they will be performing work on every plug job. The number of wells to be serviced will be based on vendor availability, orphan wells in the area, and budget. Environmental and oil/gas well assessments are not within the scope of this solicitation.

QUESTIONS

ANSWERS

1 We had a question regarding solicitation RFQ 455-24-

1036A. We have been awarded a contract under RFQ 455-

24-1003 and for that solicitation we referenced 4 rigs available for work under RFQ 455-24-1003. If we submit a bid for RFQ 455-24-1036A and list 4 rigs for RFQ 455-24-

1036A solicitation, would that mean we are providing a total of 8 rigs for use by the RRC, 4 for RFQ 455-24-1003 and 4 for RFQ 455-24-1036A? Or does that mean we have 4 total rigs for RRC use under both RFQ 455-24-1003 and RFQ

455-24-1036A?

1. Yes, the awarded contractor shall be obligated to provide the

RRC with eight (8) total rigs for use.

If the contractor is awarded a second contract, four (4) rigs will be used for the initial contract award under solicitation 455-24-

1003 and four (4) rigs will be used for the second contract award under solicitation 455-24-1036A. A

Responses by Contractors previously awarded a contract under solicitation 455-24-1003 will be disqualified if they propose well plugging and related services in only districts covered under their current contract issued pursuant to solicitation 455-24-1003.

Example: “Contractor A” is awarded a contract under solicitation 455-

24-1003 to provide well plugging and related services in District 3, “Contractor A” MAY NOT obtain a second contract under this solicitation 455-24-1036A for well plugging and related services in

District 3. This solicitation contemplates supplemental well plugging and related services in districts inadequately covered.

2 1. Attachment 3 (page 41): Should Attachment 3 only include projects that have been completed/performed by the Prime or can we include projects completed/performed by our teaming partners?

2. Item 2.9.2.d (page 12): As at least one rig and associated equipment will be made available at all times per service area in each district and may be idle for unknown periods of time, will the RRC accept idle/standby rig fees as part of acceptable charges as part of this contract? Or is the intent that at least one rig can be working in each area with a yard in that area?

a. Hypothetically, if it is determined that a rig cannot be located on standby at a given District, would this disqualify a firm and/or should that exception be identified in the “exception to the terms and/or conditions of the RFQ?

3. The RFQ does not indicate where information on the team (e.g., organization chart, key personnel profiles/resumes, subconsultant credentials) should be included. Is this information desired? If so, which

Tab/Section would be best to include that information?

4. Item 2, Services, Generally (page 5):

a. Have environmental assessments (e.g., soil, groundwater, surface water, threatened and endangered species, cultural resources) and/or oil and gas well assessments been completed? If not, is that part of the scope of work for this project?

b. Is there an estimated number of total wells on which we should base our pricing?

c. If there is not an estimated number of wells that will be released for the purposes of pricing, will the RRC be releasing a representative subset of wells prior to the proposal date?

1.Yes unless the teaming partner is going to be doing the work for every plug job. For example if the rig crew is being sub contracted out.

2.No idle/standby rig fees will be accepted.

a) If the question is asking does a vendor need a rig in every area to be qualified for the contract, the answer is no.

3.These documents identified in the question can be included in the

Tab A Executive Summary

4.a) No those are not within scope for this solicitation.

b) No. It would be based on vendor availability, orphan wells in the area, and budget.

c) The current orphan well list is posted on the Commission website.

All other aspects of RFQ# 455-24-1036A remain as is.
