Questions are due by July 20, 2026, with TxDOT responses posted by July 24.

The SGC must be a new, latest-model electromechanical unit capable of producing 150mm diameter asphalt specimens through vertical consolidation and gyratory compaction. Compliance with Tex-241-F, AASHTO T 312-22, and ASTM D6925-23 is required. Key specifications include a minimum weight of 880 pounds, a gyration speed of 30 ± 0.5 gyrations per minute with 1–999 programmable gyrations, specimen height adjustment from 62 ± 1mm to 115 ± 5mm, 0.1mm measurement accuracy, data storage for at least 20 specimens, and connectivity via RJ45 Ethernet and two USB ports. Maximum dimensions are 875mm width × 900mm depth × 1375mm height. The vendor must supply three 150mm mold assemblies, a certified 5,000-pound load ring, height calibration block, specimen extruder, and accessories; perform factory-trained installation and calibration at TxDOT's site in Austin; and provide a 12-month warranty covering all parts and labor. Delivery is to TxDOT Materials and Tests Division, 6230 E. Stassney Lane, Austin, Texas 78744, Monday–Friday, 8:00 AM–5:00 PM. All shipping, installation, calibration, and freight charges must be included in the unit price on a firm, F.O.B. destination basis. The vendor must provide at least 10 days' notice prior to installation.

Bids must include a signed bid table, Execution of Bid, Texas Family Code Schedule, and acknowledgment of addenda. Vendors must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List. Award will be made on lowest price and ability to meet specifications. Vendors with past Vendor Performance Tracking System grades below "C" may be rejected. Standard TxDOT terms and conditions apply, including E-Verify verification, Title VI nondiscrimination, debarment certification, and federal and state law compliance. Vendors must provide Workers' Compensation, Commercial General Liability ($600,000 minimum per occurrence), and Commercial Automobile Insurance ($600,000 combined single limit) with TxDOT as additional insured and waiver of subrogation, per TxDOT Form 1950.
