About this opportunity

The Kentucky Department of Education is requesting proposals for a superintendent training and assessment program under RFP 540 2700000085, with proposals due October 22, 2026 at 4:00 PM Eastern Time. The contract is a personal service procurement to develop and deliver a mandatory statewide training program for newly hired Kentucky public school superintendents, as required by KRS 156.111.

The scope comprises 42 to 72 hours of training modules aligned with state statute and administrative regulation, including educator ethics; an assessment center component to evaluate candidate proficiency; mentor assignment for executive coaching; candidate roster maintenance; and reporting on progress and program outcomes. Facilitators must have at least five years of practice experience in their assigned topics and complete required training on regulatory requirements, topic proficiency, program modules, and candidate performance reporting. All-inclusive pricing must incorporate facilitator fees, mentor stipends, program administration, candidate and district travel or meeting costs, advisory committee operations, technology platforms, and all other program expenses. The annual funding ceiling is $200,000, and proposals exceeding this amount will be deemed non-responsive.

The initial contract term runs July 1, 2027, through June 30, 2028, with two optional two-year renewal periods (through June 30, 2030 and June 30, 2032) subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Approximately 25 new superintendents are expected to enroll annually; the successful contractor must also support superintendents currently enrolled in the existing program (PON2 540 2600002820, held through June 30, 2027) to complete requirements within the two-year statutory deadline.

Evaluation employs weighted scoring: Technical Proposal (500 points), Cost Proposal (400 points), and optional Oral Demonstrations (up to 100 points). Technical evaluation covers Program Design and Regulatory Compliance (200 points), Curriculum and Module Development (100 points), Qualifications and Capacity (100 points), and Documentation and Reporting (100 points). Proposals scoring below 50 percent of maximum technical points will not advance to cost evaluation. Written questions were due September 29, 2026; Addendum I was issued October 8, 2026. Contractors must carry Commercial General Liability Insurance of at least $1,000,000 per occurrence / $2,000,000 aggregate and Professional Liability Insurance of at least $1,000,000 per claim. Proposals must be submitted electronically through the Kentucky Vendor Self Service system and remain valid for a minimum of six months.
