About this opportunity
The Kentucky Department of Education is requesting proposals for a superintendent training program and assessment center under RFP 540 2700000085, with proposals due October 22, 2026 at 4:00 PM and written questions due by 2:00 PM on September 29, 2026.
The program must consist of 42 to 72 hours of instruction aligned with topics specified in KRS 156.111(1)(a)–(i), educator ethics requirements, and all components outlined in 16 KAR 3:406. The contractor must establish and operate the training program as mandated by statute and regulation. Required qualifications include at least five years of practice experience in assigned topics and demonstrated experience managing a statewide leadership development program. The contractor must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, and Professional Liability Insurance with minimum limits of $1 million per claim.
The initial contract term runs July 1, 2027 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval from the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. The maximum annual budget is $200,000; proposals exceeding this threshold will be deemed non-responsive. All costs must be submitted on an all-inclusive basis, incorporating travel-related expenses (lodging, meals, airfare, car rental, and parking) with no additional reimbursement available beyond the proposal price.
Evaluation is structured on a 1,000-point maximum scale: 500 technical points (Program Design and Regulatory Compliance, Curriculum and Module Development, Qualifications and Capacity, and Documentation and Reporting), 400 cost points based on lowest price, and up to 100 oral presentation points if required. Proposals scoring below 500 technical points will not proceed to cost evaluation. Proposals must be submitted electronically through the Kentucky Vendor Self Service System in three separate sealed parts (Technical, Cost, and Proprietary Information), each not exceeding 65,000 KB. The Commonwealth anticipates responding to questions by October 8, 2026. Payment will be made within 30 working days of invoice receipt and service acceptance. Contact Raven Miller at 502-564-1979 or Raven.Miller@education.ky.gov.
