About this opportunity

Sumner County, Tennessee is requesting proposals for replacement of air conditioning and heating units at the Sumner County Archives facility, with proposals due September 3, 2026 at 10:00 a.m. CST and questions due August 26, 2026. A mandatory site visit with County Maintenance staff (Robert Gann, 615-489-2292, rgann@sumnercountytn.gov) is required to verify scope.

The scope comprises one new 4-ton split system with electric heat kit and one new 5-ton split system with electric heat kit, each equivalent to or better than existing units. Both must achieve SEER2 ratings of at least 14.0. The contractor must identify and justify the selected replacement units. Additional deliverables include installation of required new electrical circuits to the existing panel board, removal and disposal of existing units, provision of piping, valves, and electrical installation with insulation and heat tracing for outdoor chilled water piping as necessary, tie-in to the building's Building Automation System (BAS) at cost, rooftop installation with proper fit and any necessary roofing work, and all crane rental and trucking costs. The respondent bears responsibility for disposal of everyday construction trash via the county's dumpster and for hauling off larger items. Warranty information and approximate lead times on equipment and materials must be included in all bids.

Respondents must provide complete cost breakdowns including all parts, materials, and labor based on normal working hours, plus a separate pricing breakdown reflecting what amounts would be charged if the county purchases units directly using its tax-exempt status. Proposals must remain valid for 90 days from opening. Payment and Performance Bonds are required if the bid exceeds $100,000. Standard payment terms are NET 30. All respondents must submit a valid Tennessee business license, current insurance certificates, IRS Form W-9, and attestations regarding drug-free workplace compliance, debarment status, and open records acknowledgment. Contact for RFP procedures is Christi Mullins (615-451-6033, cmullins@sumnercountytn.gov) and for specifications Scott Shamrock (sshamrock@sumnercountytn.gov).
