About this opportunity
The Summit Township Vogleyville Road Reconstruction Project is a public infrastructure procurement managed by Butler County, Pennsylvania, seeking sealed bids for road reconstruction services. The project will be competitively bid through PennBid, with electronic submissions due by 9:00 a.m. on August 25, 2025, and bid opening scheduled for 9:01 a.m. the same day at the Butler County Government Center. Bidders must submit all project inquiries via PennBid's "Ask A Question" feature no later than August 21, 2025, at 2:00 p.m. Each proposal must include a bidder's bond or certified/cashier's check for at least ten percent of the bid amount, payable to the County of Butler. The reconstruction will involve comprehensive road rehabilitation according to detailed specifications, with prevailing wages established under the Davis-Bacon Act. Bidders must demonstrate technical capacity, compliance with labor standards, and adherence to non-discrimination hiring practices.
The procurement includes several set-aside and diversity requirements targeting minority and women-owned businesses (MBE/WBE). Contractors must complete multiple compliance documents, including the Non-Discrimination Clause, Equal Employment Opportunity Certification, and Minority Business Utilization Certification. Section 3 requirements are in effect for projects exceeding $200,000, promoting employment and business opportunities for low-income residents and businesses. Specific forms such as the MBE-WBE Contractor Unavailability Certificate and Disclosure Affidavit are mandatory for potential subcontractors. Bidders must also complete the Byrd Anti-Lobbying Amendment Certification and provide verification of public works employment. While the exact project budget is not specified, the comprehensive documentation and federal compliance standards suggest a significant infrastructure investment. No incumbent vendors are explicitly identified, and the project appears to be a new reconstruction initiative for Vogleyville Road in Summit Township.
