About this opportunity

The California Department of Transportation (Caltrans) is conducting a Competitive Informal Request for Quote (RFQ) for the procurement of six SUMMIT EVOLUTION software licenses for the Office of Photogrammetry and Preliminary Investigations (OPPI). The solicitation targets Information Technology goods valued over $50,000, specifically seeking software with CAD and GIS interfaces that include 3D stereo vector superimposition, automated feature editing, and contour generation capabilities. Two additional Landscape perpetual licenses and two Stacked Capture for Esri licenses are also part of the procurement. The software is intended to become the primary photogrammetry solution, with compatibility for both Autodesk and Bentley CADD solutions, and enhanced capabilities to view LiDAR point cloud data alongside photogrammetry data. Key procurement dates include a prospective bidder question deadline of April 15, 2025, at 5:00 PM, and quote submissions due by April 22, 2025, at 5:00 PM. The quote will remain valid for 60 days from the due date, with a required delivery timeframe of 30 days after order receipt. Caltrans will award the contract on an "all or none" or "individual items or combination of items" basis to the lowest quote bidder.

The solicitation includes specific provisions encouraging participation from Microbusinesses, Small Businesses, Disabled Veteran Business Enterprises (DVBE), and Disadvantaged Business Enterprises (DBE). A DVBE Incentive Program offers evaluation incentives ranging from 1-5% based on verified participation levels, and a Small Business preference provides a 5% preference for certified small businesses. Bidders must submit several mandatory documents, including a Bidder Declaration Form and California Civil Rights Laws Certification. The contract encompasses comprehensive security and privacy provisions, requiring stringent data protection measures, encryption standards, and compliance with state and federal data security regulations. Pricing details must be submitted on vendor letterhead, with potential options for future purchase order amendments. The solicitation covers jurisdictions including Sacramento County and San Francisco City, and emphasizes that quotes referencing alternative terms and conditions may be rejected. Successful bidders must provide new equipment in current production and comply with the State Agency Buy Recycled Campaign (SABRC) program.

Opportunity text

Summit Evolution is being purchased to become the primary photogrammetry solution for the Office of Photogrammetry and Preliminary Investigations (OPPI). This software is compatible with both Autodesk and Bentley CADD solutions which will position OPPI to provide statewide mapping products for whichever Building Information Modeling for Infrastructure (BIM4i) common data environment (CDE) Caltrans chooses. Additionally, the Summit Evolution software has capabilities to view LiDAR (Light Detection and Ranging) point cloud together with photogrammetry data which is an improvement over current capabilities.
