About this opportunity
The Hawaii State Department of Education is requesting bids for supplemental transportation services for summer programs at Keaau High School on Hawaii Island under IFB D26-156, with sealed bids due June 8, 2026 at 4:30 p.m. Hawaii Standard Time. Bidders must be Hawaii-based or compliant non-Hawaii businesses registered with the State of Hawaii Department of Commerce and Consumer Affairs and must maintain an office on Hawaii Island, a Hawaii-based service facility, and at least one Hawaii-based point of contact available during regular business hours — mandatory eligibility requirements that filter the competitive set.
The scope requires four buses per day, each with a minimum passenger capacity of 44, for round-trip transportation serving four pickup areas: Keaau, Volcano, Mountain View/Kurtistown, and Hawaii Paradise Park. The service period runs June 15 through July 17, 2026, excluding weekends and holidays, with an estimated 24 service days and a total of 96 bus-days. Unit bid prices must be all-inclusive of labor, equipment, materials, transportation, overhead, profit, and all applicable taxes.
Contractors awarded contracts exceeding $25,000 must furnish proof of compliance with federal and state tax requirements, employment security laws, and workers' compensation laws, and must obtain a Certificate of Vendor Compliance through Hawaii Compliance Express. Prevailing wage compliance under Hawaii Revised Statutes Section 103-55 is required; contractors must provide wage rate schedules to laborers and mechanics unless covered by collective bargaining agreements. Liability and property damage insurance is mandatory with minimum coverage of $2,000,000 aggregate commercial general liability, $1,000,000 per accident automobile liability, and statutory workers' compensation coverage.
Award will be made to the responsive, responsible offeror submitting the lowest estimated total bid price within sixty calendar days of bid closure, subject to availability of funds. Hard copies of all original offer pages must be received by the Procurement and Contracts Branch at 94-275 Mokuola Street, Room 200, Waipahu, Hawaii 96797 within five working days after the bid closing date. Bids must be submitted electronically through the State of Hawaii eProcurement System (HIePRO). The contract may be shortened or modified if the lowest qualified bid exceeds allotted funds.
