About this opportunity
Battle Creek Public Schools (BCPS), a Michigan school district, is soliciting competitive bids for a comprehensive K-5 music curriculum suite and supporting materials aligned with Michigan State Standards. The procurement encompasses student core instructional materials including textbooks and online resources, teacher editions in both physical and digital formats, ancillary materials for assessment and enrichment, and replacement consumables. The curriculum must support diverse learners including English Language Learners and students with disabilities, include a recommended scope and sequence, and provide formative and summative assessments. Vendors must submit a notification of intent to bid by January 15, 2021, at 4:00 p.m., with formal written bids due by January 22, 2021, at 4:00 p.m., and materials must be received by BCPS no later than August 7, 2021. Three publishers will be invited to present during the 2020-2021 school year. Award decisions will be based on ability to meet proposal requirements (50% weighting), organizational qualifications (25%), and price proposal (25%). Organizational qualifications must demonstrate extensive experience with urban districts, alignment with Common Core State Standards and Michigan standards, research validation, change management capabilities, and references from three districts.
The price proposal must include costs for estimated student populations across grades 6-8 and high school courses, along with daily consultant rates, and all vendors must submit sworn and notarized familial relationship disclosure statements and affidavits of compliance with Michigan's Iran Economic Sanctions Act. Proposals must include an optional executive summary not exceeding six pages and a detailed description of how the vendor will meet each stated requirement, including descriptions of professional development services for five participants at the start of the school year and a full menu of follow-on services. No specific set-aside designations, restrictions on organization types, incumbent vendors, existing infrastructure requirements, or award values are identified in the procurement documentation.
