The procurement is a construction contract focused on arresting settlement of the Influent Pump Station Building's Electrical Room and Dumpster Room. Specific project deliverables include installing helical screw foundation piles or micropiles, pressure grouting the annual space beneath the Electrical Room, performing concrete crack repair, and conducting masonry repointing. Sealed bids will be received until 11:00 A.M. local time on October 2, 2025, at the Charlotte Water Contracts Administration Section. A mandatory pre-bid conference and site visit is scheduled for September 17, 2025, at the facility, which bidders are strongly encouraged to attend. Bidding documents are available from Richa Graphics both in print and online, and all addenda and clarifications will be posted on the City of Charlotte's Procurement Portal.

The City of Charlotte has established a Minority, Women, and Small Business Enterprise (MWSBE) goal of 3.00% for this project, indicating a commitment to supporting small and disadvantaged business participation. The procurement is open to qualified construction firms capable of performing specialized structural stabilization work, with no specific restrictions on organizational type beyond standard municipal contracting requirements. Bidders must comply with North Carolina state laws and regulations, and the city reserves the right to reject any or all bids. The city provides equal opportunity and will make accommodations for participants with disabilities upon request. While no specific budget range is provided in the available documentation, the complexity of the stabilization work suggests a substantial infrastructure investment.
