About this opportunity

The Texas A&M University System ("A&M System"), through its Office of Facilities Planning & Construction ("FP&C"), is seeking Statements of Qualifications from companies with an established history of expertise and qualifications in Subsurface Utility Engineering (SUE) services. The intent is to establish a master services agreement with multiple companies to provide SUE services, including consulting, design, assessment, and coordination, for all FP&C managed construction projects, as well as projects undertaken by other A&M System universities and agencies. The required services must comply with relevant standards and regulations, and respondents must demonstrate their capabilities, experience, and availability to provide these SUE services. Qualifications submittals are due by September 10, 2024, and the A&M System plans to select multiple qualified respondents to form a pool of providers. The initial term of the agreement will be three years, with two optional two-year renewal terms.

There are no set-asides or incumbent providers identified in the opportunity. The A&M System will not pay any upfront costs or fees, but will negotiate specific project scopes, costs, and rates with selected providers as needed. The stated Historically Underutilized Business (HUB) participation goal is 20%, and respondents must submit either a HUB Goal Achievement Plan or completed HUB Subcontracting Plan detailing their good faith effort to meet this goal. The funding sources are not specified, but the work must conform to A&M System policies and regulatory requirements for public higher education facility projects in Texas.
