About this file

This document is an addendum to a Request for Qualifications (RFQ) issued by the Texas A&M University System Office of Procurement & HUB Program for Subsurface Utility Engineering (SUE) services. The RFQ seeks Statements of Qualifications from companies with expertise in SUE services, with the intent to establish a master services agreement. The addendum provides clarification on several questions, including the ability for firms to self-perform the Historically Underutilized Business (HUB) goal, the placement of Exhibit A, the applicability of performance and payment bonds, and the inclusion of subconsultant information. The RFQ due date is September 10, 2024, and the required services will be administered for all construction projects managed by the Texas A&M University System's Facilities Planning & Construction department, as well as other member universities and agencies.

The addendum also confirms that resumes will be counted towards the page limit for the Statement of Qualifications, and that information about subconsultant relationships with Texas A&M University can be included. The contract will be awarded to more than one company, and the services will be provided on an as-needed basis for the duration of the master services agreement.

Office of Procurement & HUB Program

ADDENDUM NO. 1

Date: September 4, 2024

RFP Due Date: September 10, 2024

RE: RFQ01 FPC-24-207 – SUE Services

Respondents shall acknowledge receipt of addendum(s) on the Execution of Offer (Exhibit A).

Questions/Responses:

1. Can a firm self-perform the HUB goal?

Response: The HUB Subcontracting Plan (HSP) form does allow for self-performing if you can perform all services stated in section 3.2 of the RFQ. If that is the case you must complete the HSP accordingly with a full explanation in section 3 of the HSP as to how you can self-perform. Any further questions on the completion of the HSP may be directed to so-hubprogram@tamus.edu.

2. Exhibit A should be in the second requested pdf rather than with the Qualifications. Is it ok to reference on the Table of Contents that it is within the forms pdf? Or will we make a separate Table of Contents for forms in the second pdf and list 4.1.5.1 there?

Response: Exhibit A should be within the Forms PDF as noted in Section 2.5 of the RFP. No response is needed in the Qualifications for section 4.1.5.1.

3. On the top of page 6 of the RFQ, it states that “No claim for additional compensation will be allowed due to unfamiliarity with the specifications and/or existing conditions. It shall be understood that the Respondent has full knowledge of all of the existing and/or revised conditions and accepts them "as is." Please clarify if this pertains to information within the RFQ or existing conditions on-site.

Response: This statement is to the RFQ requirements and scope in general, and not that of a specific project.

4. Regarding section 9 of Exhibit E, are performance and payment bonds applicable to consultants providing proposed engineering services under this contract?

Response: This Exhibit is our standard template and a draft that may be modified prior to award and execution.

5. Are resumes counted towards the page limit for the Statement of Qualifications (SOQ)?

Response: Yes. Section 2.5 lists the exceptions to the page count however references is not one of those excepted.

6. Can we include information about our subconsultants' relationships with Texas A&M University?

Response: Yes, if any of your subconsultants have experience with the A&M System you can include that information.
