About this opportunity

The County of Orange Health Care Agency is soliciting proposals for Substance Use Disorder (SUD) Services through a competitive Request for Proposal (RFP) process covering two distinct residential treatment and withdrawal management programs. Program 1 targets perinatal and parenting mothers, while Program 2 focuses on adolescents aged 12-17, both to be housed at 7800 Marine Way in Irvine. The primary objectives are to stabilize clients struggling with substance use, develop coping skills, and prepare them for community reintegration through comprehensive treatment services. These services will include individual counseling, psychoeducational groups, clinical groups, withdrawal management, and discharge referral services, aligned with American Society of Addiction Medicine (ASAM) Level of Care standards. Proposals are due by June 9, 2025, at 4:00 pm, with a tentative contract start date of January 1, 2026. Evaluation criteria will involve a two-phase approach assessing written proposals across dimensions including experience, service methodology, performance objectives, staffing capabilities, and budget compliance. Respondents must demonstrate eligibility by not being listed on federal exclusion lists and providing comprehensive documentation including financial statements and organizational details.

The procurement allows for multiple contractors to be awarded, with services primarily serving clients eligible for Drug Medi-Cal benefits. Funding sources include Drug Medi-Cal, Opioid Settlement, and Substance Use Prevention, Treatment and Recovery Services Block Grant funds. The total contract value is $12.6 million, with Program 1 allocated $6.9 million and Program 2 allocated $5.7 million for the three-year contract term. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the RFP indicates that the County reserves the right to negotiate final contract terms and may award contracts to one or more respondents. The facility's floor plans indicate a 36,524 square foot space with dedicated areas for perinatal and adolescent treatment, featuring multiple client bedrooms, therapeutic spaces, medical consultation rooms, and support facilities. Contractors will be responsible for maintaining appropriate licenses, complying with federal and state regulations, and meeting specific documentation and reporting requirements, with potential contract amendments up to 10% of initial funding.
