About this opportunity
The Delaware Department of Health and Social Services (DHSS), Division of Substance Abuse and Mental Health (DSAMH), is issuing a Request for Proposals (RFP HSS-26-077) for professional services to support substance use disorder projects focused on reducing opioid-related mortality and morbidity across the state. DSAMH seeks contractors to serve as subject matter experts providing implementation support across three focus areas: Community Engagement (including Academic Detailing to prescribers), Education (targeted occupational and higher education curricula), and Grant Evaluation. Contractors will develop and evaluate evidence-based practices, create educational materials, support stakeholder engagement and education efforts, and ensure compliance with applicable reporting requirements. The evaluation criteria are weighted as follows: Qualifications and Organization Experience (25 points), Alignment of Proposal to Scope of Work (25 points), Budget (20 points), Staff Training and Related Experience (15 points), and References (15 points). Bidders may respond to any number of the three project areas and may propose subcontractors as needed. Key deadlines include May 4, 2026 at 4:30 PM EST for submission of questions, May 18, 2026 for posting of responses to questions, June 15, 2026 at 1:00 PM EDT for proposal submission via the Euna Procurement Portal, and July 13, 2026 for estimated award notification. The contract term is one year with four optional one-year extensions. Vendors must appoint a Project Implementation Manager as the single point of contact, maintain comprehensive insurance including Workers' Compensation, Commercial General Liability of $1,000,000 per occurrence/$3,000,000 aggregate, and either Medical/Professional Liability, Errors and Omissions, or Product Liability of $1,000,000 per occurrence/$3,000,000 aggregate, and maintain books and records for five years following service delivery.
The RFP documentation does not specify any set-aside designations, restrictions on organization types, or disadvantaged enterprise requirements. No incumbent vendors or current contractors are identified in the solicitation materials. There is no pre-bid meeting scheduled. While the budget workbook template is provided as a blank document for applicants to complete with their proposed costs and narrative justifications, no overall award value or budget range is specified in the RFP materials. Applicants must maintain active System for Award Management (SAM) registration with a valid Unique Entity Identifier (UEI) and comply with all applicable federal, state, and local laws. The contractor must warrant that all deliverables function as designed for one year from system acceptance and that no work will be performed outside the United States. All required submission documents, including transmittal letter, vendor information form, non-collusion statement, business references (minimum three), and completed budget and template attachments, must be submitted electronically through the designated procurement portal by the June 15, 2026 deadline.
