About this opportunity

Texas Woman's University is requesting proposals for student health insurance broker and risk management services, with proposals due July 28, 2026 at 2:00 PM CST via the Oracle Supplier Portal. Written questions are due July 17, 2026.

The scope covers mandatory international student health insurance, voluntary domestic student health insurance, mandatory bloodborne pathogen post-exposure evaluation and treatment insurance for certain course enrollees, and student athlete injury insurance. The broker must manage TWU's entire student health insurance portfolio, including carrier negotiation, claims management, policy coverage clarity with students, transition support, and international student claims handling. Proposers must demonstrate financial stability, reputation with current and former higher education clients, national presence, and professional engagement (e.g., contributions to URMIA). At minimum two current and two former higher education client references terminated within the past three years are required. A HUB Subcontracting Plan is mandatory for proposals valued at $100,000 or more.

The initial contract term is one year from the last signature date, with options to renew for up to three additional one-year terms upon mutual written agreement and sixty days' notice prior to expiration. Either party may terminate without cause with sixty days' written notice or less. The broker must disclose all compensation forms — commissions, fees, contingent commissions, and other carrier or intermediary income — as per-student rates or dollar amounts. Undisclosed compensation becomes TWU's property and offsets fixed fees. TWU prefers agency billing with premiums flowing through the proposer rather than direct carrier billing.

Evaluation is weighted across six criteria: Experience and Strategy (20 points), Reputation and Client References (20 points), Broker Compensation and Fees (20 points), Insurance Broker and Risk Management Services Offered (15 points), Overall Communication Methodology (15 points), and Professional Contribution/Research (10 points), totaling 100 points. Award recommendation is anticipated August 7, 2026. The contract may be awarded to one or more proposers, with each TWU location independently selecting providers at identical pricing levels. Invoices must reference valid TWU Purchase Orders and are paid net thirty days.
