About this opportunity
The State of Michigan Department of Health and Human Services, on behalf of the Michigan Career and Technical Institute (MCTI) in Allegan County, is procuring safety shoes and boots for trade students across 14 different trade programs through Request for Proposal No. 190000000100. The procurement encompasses six types of footwear totaling an estimated 448 pairs annually (1,344 pairs over the three-year contract period), including brown leather safety boots with wedge soles, black leather slip-resistant work shoes, white nursing shoes, black leather safety boots with slip-resistant and oil-resistant soles, brown or black leather safety boots with Vibram soles, and brown leather puncture-proof safety boots, all available in male and female sizes including size 15 and above. Respondents must be Certified Authorized Distributors and must demonstrate the ability to measure and fit students on-site during registration periods (September, November, February, and May) with delivery required within ten business days of measurement. The evaluation criteria are weighted across nine categories totaling 150 points: Product Quality (48 points), Service Capabilities (22 points), Delivery Capabilities (15 points), Company Information and Capabilities (37 points), Prior Experience (10 points), Vendor Performance (6 points), Timeframes and Staffing (6 points), and Samples (6 points), with a minimum threshold of 120 technical points required for pricing evaluation. Bidders must submit questions by November 5, 2018, with answers posted by November 9, 2018; physical samples must be submitted to MCTI at 11611 West Pine Lake Road, Plainwell, MI 49080, by the November 30, 2018 proposal deadline at 3:00 p.m. Eastern; and the anticipated contract start date is February 1, 2019, with a three-year initial term through January 31, 2022, renewable for up to two additional one-year periods.
Service-disabled veteran-owned businesses receive bonus consideration with an additional 10 points under Michigan's qualified disabled veteran (QDV) status evaluation. The RFP does not identify any incumbent vendors or current contractors, and vendors must provide pricing in modifiable format (Microsoft Word or Excel) that includes all costs such as one-time charges, setup fees, shipping and handling, per-piece pricing, and palletizing costs. Contractors must establish a toll-free customer service line available 8 a.m. to 5 p.m. EST Monday through Friday, accept multiple ordering methods (electronic, phone, fax, and written), and maintain on-campus service capability with complaint resolution within 48 hours and full repair or exchange within five business days. The contract requires vendors to maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and pricing shall remain firm for 365-day periods with adjustments permitted only upon documented evidence of actual cost changes. While specific award values or budget ranges are not provided in the solicitation documents, the contract encompasses a three-year period with potential renewal options, and liquidated damages of $5,000 plus $100 per day apply for late or improper completion.
