About this opportunity
The Massachusetts Division of Marine Fisheries (DMF) is seeking an experienced fisheries scientist with established human dimensions expertise to conduct a survey of tackle use in the recreational fishery for striped bass. This angler survey will complement current DMF science and help establish a new post-release mortality estimate for striped bass caught in coastal waters. The contract will have an initial 24-month term with a 6-month renewal option, for a total maximum duration of 30 months. Qualified bidders must have a terminal degree, relevant peer-reviewed experience, knowledge of the striped bass fishery, a successful record of publishing and conducting human dimensions studies, access to the Qualtrics survey platform, and the ability to communicate with the public and collaborate with DMF staff. Responses to the Request for Response (RFR) must be submitted electronically via COMMBUYS by August 7, 2024, and DMF anticipates awarding a single contract with an estimated value of $81,000.
The RFR indicates a preference for a small business located in Massachusetts to perform this work, as part of the Commonwealth's Small Business Purchasing Program. It also requires compliance with the state's Environmentally Preferable Products policy. The Commonwealth reserves the right to publish the names and titles of authorized signatories of contractors. No incumbent vendors or current contractors are identified, and the RFR does not provide details on any existing infrastructure or technology that requires integration.
