About this file

This document is a Request for Response (RFR) issued by the Massachusetts Department of Fish and Game - Division of Marine Fisheries (DMF) for a Striped Bass Angler Survey. DMF seeks an experienced fisheries scientist with human dimensions expertise to conduct a survey of tackle use in the recreational fishery for striped bass. The survey will complement current DMF science to establish a new post-release mortality estimate for striped bass caught in coastal waters. The RFR outlines the required qualifications, performance measures, and evaluation criteria. Responses must be submitted electronically via COMMBUYS by August 7, 2024, and DMF anticipates awarding a single contract with a 24-month initial term and a 6-month renewal option, for a total maximum duration of 30 months. The estimated value of the procurement is $81,000.

The RFR indicates a preference for a small business located in Massachusetts to perform this work, as part of the Commonwealth's Small Business Purchasing Program. It also requires compliance with the state's Environmentally Preferable Products policy. Bidders must have a terminal degree, relevant peer-reviewed experience, knowledge of the striped bass fishery, a successful record of publishing and conducting human dimensions studies, access to the Qualtrics survey platform, and the ability to communicate with the public and collaborate with DMF staff.
