About this opportunity

The State of Maine Division of Purchases is requesting quotations for a stretcher for a new Intensive Mental Health Unit (IMHU) at Minneapolis-St. Paul, with quotations due April 24, 2014.

Submissions are required through the State of Maine's Vendor Self Service (VSS) electronic quotation platform by 2:00 p.m. local time on the due date. All quotations and supporting documentation must be submitted electronically; the State reserves the right to reject any or all quotations, waive irregularities, or partially accept quotations based on items deemed in the State's best interest.

Award determinations follow either lowest price among conforming bids or best-value analysis incorporating quality, conformity to specifications, delivery time and destination, and total cost, with price receiving a minimum of 25 percent weight. Delivery is FOB Destination with all transportation costs prepaid by the bidder. Standard payment terms are net 30 days from receipt of a correct invoice; cash discounts are considered only if offered for payment in 20 days or more. The State is tax-exempt and does not permit surcharges on credit or debit card payments.

The Division of Purchases reserves the right to increase or decrease quantities by up to 10 percent at agreed-upon pricing, terminate contracts at its discretion, and procure from alternative sources if the contractor defaults, charging any excess costs back to the original bidder. Successful bidders must furnish items exactly as specified with no deviations permitted. Samples, when required, must be provided at no cost to the State.

The specifications document is attached but rendered as an embedded image file and cannot be read for technical detail extraction.
