About this opportunity

Sacramento County is procuring a federal-aid infrastructure project (HSIPL 5924(245)) for streetlight installation and associated roadway improvements on three specific roadway segments: Coyle Avenue (from Woodleigh Drive to Dewey Drive), Hillsdale Boulevard (from Frizell Avenue to McCloud Drive), and Watt Avenue (from Elkhorn Boulevard to 700' north of Elkhorn Boulevard). The project requires furnishing all necessary labor, materials, and equipment to complete streetlight construction, including clearing and grubbing, pavement trenching, directional boring, curb and sidewalk replacement, roadway excavation, aggregate base and hot mix asphalt pavement, median reconstruction, fencing, and electrical system installation. Qualified contractors must hold either a General Engineering Contractor (Class A) or Electrical Contractor (Class C-10) license. Key procurement dates include a non-mandatory pre-bid meeting on March 9, 2022, a question submission deadline of March 17, 2022, and a bid submission deadline of March 24, 2022, at 2:00 pm through the Sacramento County Electronic Bidding Portal. The contract specifies a project completion time of 95 working days, with electronic bid submissions required and comprehensive technical specifications provided in the project documentation.

The contract includes a significant Disadvantaged Business Enterprise (DBE) participation goal of 18%, with detailed requirements for subcontractor documentation and non-discrimination provisions. The project is federally funded and subject to prevailing wage requirements under both federal Davis-Bacon Act and California Labor Code standards, with additional compliance mandates including "Buy America" provisions of the Surface Transportation Assistance Act and registration with the California Department of Industrial Relations. The estimated construction cost is $1,841,000, with the project funded through a Master Agency Agreement between Sacramento County and the California Department of Transportation (Caltrans), specifically Agreement No. 03-5924F15. Contractors will be required to integrate with existing infrastructure, coordinate with local utility providers, and adhere to strict environmental and safety regulations. The project involves installing LED streetlights with varying pole heights (25'-0" to 28'-6") and mast arm lengths (8' to 10'), along with associated electrical infrastructure, service cans, electrical transformers, and median fencing.
