About this opportunity

The City of Conroe Engineering Department is requesting competitive sealed proposals for street rehabilitation on South Pine Lake Road, with proposals due October 15, 2026 at 1:00 p.m. through the OpenGov Procurement Portal, and a non-mandatory pre-bid conference on October 7, 2026 at 2:30 p.m. CST.

The scope encompasses rehabilitation of approximately 4,011 linear feet of asphalt pavement, including flexible pavement structure repairs, road widening, drainage culvert replacements and improvements, and pavement marking replacement across 37 line items. The geotechnical investigation recommends either milling and overlay for a 10-year design life or pulverization with cement stabilization for approximately 20-year durability. All work must comply with TxDOT Item specifications and Texas Department of Transportation standards.

The engineering estimated budget is $1.3 million. Contractors must establish a calendar day timeline for substantial completion with full completion required within 30 calendar days thereafter; construction must commence within 15 days of Notice to Proceed. Liquidated damages are $1,000 per calendar day for delays beyond the substantial completion date.

Prevailing wage requirements under Texas Government Code Chapter 2258 apply. Bid security of 10 percent of the bid amount (certified check or bid bond) must accompany each proposal, with performance and payment bonds each required at 100 percent of the contract price upon award. Contractors must provide workers' compensation insurance certificates, commercial general liability insurance with minimum $1 million per occurrence, automobile liability insurance of $1 million per occurrence, and builder's risk insurance at 100 percent of completed project value. Progress payments are made monthly with 5 percent retainage once the contract price exceeds $25,000.

Proposals are evaluated on a 100-point weighted scale: price (40 points), quality of goods or services (20 points), reputation and past relationship with the City (10 points), time for completion (10 points), ability and qualifications of personnel (10 points), financial capability (5 points), and safety record measured by Experience Modification Rate (5 points). Questions are due 72 hours before the bid deadline to allow for addenda issuance.
