About this opportunity
The City of Cheyenne's Public Works Department is seeking professional engineering services through Request for Proposal (RFP) #1-25 for the Street and Alley Ice Slicer Builder Design Phase project. The procurement involves designing a comprehensive demolition plan and new steel structure to replace an existing 20-year-old, 120' x 80' ice slicer tent building located at 110 Cleveland Place. Qualified proposers must be professional engineering firms licensed by the Wyoming State Board of Examining Engineers, with specific experience in steel structure design. The project's key deliverables include creating a demolition plan, overseeing tent building removal, preparing designs for a new steel structure using the existing concrete foundation and stem walls, developing construction bidding documents, and performing construction administration. Proposals will be evaluated using a weighted scoring methodology across multiple criteria: applicable experience (20%), technical expertise (9%), project approach (9%), and price proposal (20%). Critical dates include a non-mandatory pre-proposal Zoom meeting on August 19, 2024, at 9:00 am, a question submission deadline of August 21, 2024, at 5:00 pm, and the proposal submission deadline of August 28, 2024, at 3:00 pm. The City anticipates finalizing the professional services agreement by September 3, 2024, with a potential notice-to-proceed issued on September 30, 2024.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Proposers must confirm whether they are a resident firm registered with the Wyoming Department of Workforce Services. All proposals and supporting documents will become public information, though proposers may designate certain proprietary or financial information as confidential. The compensation structure will be unit-based with a negotiated not-to-exceed amount, covering preliminary design, final design, and construction administration phases. An alternate pricing task is included for potential concrete stem wall evaluation. The City reserves the right to reject any proposals, negotiate contract terms, and may select up to three firms for interviews before making a final selection through the City Council. While no specific budget range is detailed, the contract will cover the design phase of replacing the existing Coverall-built ice slicer tent structure, which measures 120' x 80' with a height of 42'3". Proposals must remain valid for at least 120 days, and electronic submissions are required through the city's eProcurement Portal.
Opportunity text
The City of Cheyenne ("City") is currently seeking proposals for the following work as specified:
The City of Cheyenne is currently in need of a steel structure to replace the existing ice slicer tent building for the City's Street and Alley Facility. The existing 120' x 80'(42'3" tall) ice slicer tent building was designed and built by Coverall nearly 20 years ago. It is currently in poor structural condition and has reached the end of its lifespan. The steel frame and fabric of the tent building will need to be removed, but the concrete foundation and stem walls will be preserved to be used for the new steel structure.
