About this opportunity

The City of Rochester Hills, Michigan is requesting proposals for on-call Streambank Stabilization and Aquatic Habitat Restoration Services via RFP, with proposals due July 15, 2026 at 3:00 P.M. Eastern Time. The procurement uses a streamlined Design-Build method for maintenance-level and adaptive restoration projects on city-owned properties along the Clinton River mainstream and tributaries; this approach is explicitly intended to avoid the timeline and overhead of traditional Design-Bid-Build.

The scope encompasses integrated design, permitting, and construction services addressing localized, minor-to-moderate streambank erosion, lateral bank migration, and habitat degradation. Projects will be limited to failed bank segments typically under 300 linear feet and will employ natural-channel design elements and bioengineering techniques. Work is anticipated December through March annually on an as-needed basis. Contractors must maintain Commercial General Liability Insurance ($1 million minimum), Motor Vehicle Liability Insurance ($1 million minimum), Professional Liability/Errors and Omissions ($2 million minimum), and Workers' Compensation Insurance per Michigan statute. All work requires strict invasive species decontamination protocols, Michigan EGLE permitting compliance, and OSHA/MIOSHA safety compliance. A mandatory one-year structural and vegetative warranty with 85% minimum plant survival rates applies.

The contract term is three years commencing October 1, 2026 through September 30, 2029, with an option to renew for two additional years under the same terms. Contract pricing remains firm for the initial three-year term; proposers must specify maximum allowable percentage increases for optional renewal years.

Evaluation uses five equally weighted criteria at 20% each: Experience/Qualifications, Capacity, Service, References, and Cost. Proposals will be evaluated on the contractor's approach to meeting City requirements rather than lowest price alone. Contractors must provide detailed cost proposals including hourly rates for labor categories (design/engineering, field construction, equipment operation, ecology specialists), equipment rates, and material unit prices. The City reserves discretion to cancel or re-scope projects after the design and permitting phase and may competitively bid construction separately if deemed in its best interest. Questions must be submitted by Friday, June 26, 2026 at 11:00 A.M. Sealed proposals must be submitted electronically via the Michigan Intergovernmental Trade Network (MITN) website.
