This is a Request for Proposals (RFP) issued by the City of Rochester Hills, Michigan for on-call Streambank Stabilization and Aquatic Habitat Restoration Services. The City seeks qualified environmental engineering and ecological restoration firms to provide integrated design, permitting, and construction services using a streamlined Design-Build method to address localized, minor-to-moderate streambank erosion, lateral bank migration, and habitat degradation within city-owned properties along the Clinton River mainstream and its tributaries. Projects will be limited to failed bank segments typically under 300 linear feet in length and will employ natural-channel design elements and bioengineering techniques. The contract term is three years commencing October 1, 2026 and ending September 30, 2029, with an option to renew for two additional years under the same terms and conditions. Services will be provided on an as-needed basis, with anticipated regular work required December through March annually. Sealed proposals must be submitted electronically via the Michigan Intergovernmental Trade Network (MITN) website by 3:00 P.M. Eastern Time on Wednesday, July 15, 2026. The City will conduct a virtual proposal opening via Zoom at that time. All inquiries regarding the solicitation must be directed to Lisa Cummins, Procurement Manager, and must be submitted by Friday, June 26, 2026 at 11:00 A.M. to allow for written responses via addendum.
Evaluation will be based on five equally weighted criteria at 20% each: Experience/Qualifications, Capacity, Service, References, and Cost. Proposals will be evaluated on the contractor's approach to meeting City requirements rather than lowest price alone. The City reserves discretion to cancel or re-scope projects after the design and permitting phase and may competitively bid construction separately if deemed in its best interest. Contractors must provide detailed cost proposals including hourly rates for labor categories (design/engineering, field construction, equipment operation, ecology specialists), equipment rates, and material unit prices. The cost proposal form includes specific line items for equipment, native plantings, erosion control materials, and other restoration supplies. This document is a Request for Proposal. It differs from a Request for Bid/Quotation in that the City is seeking a solution as described herein, not a bid/quotation meeting firm specifications for the lowest price. As such, the lowest price proposed will not guarantee an award recommendation. Competitive sealed proposals will be evaluated based upon criteria formulated around the most important features of the service, of which qualifications, experience, capacity, methodology and philosophy, may be overriding factors, and price may not be determinative in the issuance of a contract or award. The proposal evaluation criteria should be viewed as standards which measure how well a vendor’s approach meets the desired requirements and needs of the City. Those criteria that will be used and considered in evaluation for award are set forth in this document. The City will thoroughly review all proposals received. The City will also utilize its best judgment when determining whether to schedule meetings with shortlisted proposers, after receipt of all proposals. Meetings with shortlisted proposers will provide additional information and criteria upon which the City will base its selection decision. A purchase order/contract will be awarded to a qualified vendor submitting the best proposal. The City of Rochester Hills reserves the right to select, and subsequently recommend for award, the proposed service which best meets its required needs, quality levels and budget constraints.
All information requested herein shall be submitted with the Request for Proposals (RFP);
failure to do so may result in rejection of the RFP as non-responsive and/or incomplete.
SCOPE OF WORK
Intent and Project Scale (On-Call Design-Build Framework) The City of Rochester Hills is accepting proposals from qualified, experienced environmental engineering and ecological restoration firms to provide integrated design, permitting, and construction services on an as-needed basis.
The primary objective of this contract is to utilize a streamlined Design-Build method to address localized, minor-to-moderate streambank erosion, lateral bank migration, and habitat degradation. This contract is explicitly intended for maintenance-level and adaptive restoration projects that do not justify the timeline or financial overhead of a traditional Design-Bid-Build procurement.
To qualify for a Task Order under this contract, projects will generally be constrained by the following characteristics:
• Typically limited to localized reaches of failed bank segments under 300 linear feet in length.
• Projects that do not require watershed-wide Hydrologic and Hydraulic (H&H) modeling, complex structural retaining walls, or utility relocations. Designs will focus on field-adaptable, nature-based stabilization standard details.
• Projects that qualify for streamlined environmental permitting, such as Michigan EGLE Part 301 (Inland Lakes and Streams) Minor Project categories or expedited Joint Permit Applications.
5 | P a g e
Target Areas and Methodology The primary target areas include degraded segments along the Clinton River mainstream and its local tributaries, situated within city-owned properties. The selected vendor will deploy natural-channel design elements, bioengineering (soft-engineering) techniques to mitigate severe accelerated erosion, improve dynamic equilibrium, reduce sediment loading, and enhance aquatic habitats.
Urban stormwater runoff has accelerated lateral bank migration, resulting in property loss, canopy loss through tree-fall, and the degradation of downstream fish spawning substrates.
This project aligns with the City's Master Plan goals to balance recreational green space infrastructure with watershed preservation.
In 2027, the City will be putting together a Clinton River Plan that will identify and prioritize locations on the river that need to be addressed for erosion and stabilization concerns. The City anticipates that localized sites identified in this upcoming plan will be directly appropriate to execute via the streamlined Design-Build contract established herein.
Construction Phase Authorization For each assigned site, the Contractor shall submit a preliminary design sketch, proposed material layout, and a binding, maximum cost-construction quote based on the RFP Fee Schedule. The City retains absolute discretion to cancel or re-scope the project after the design/permitting phase is completed. Issuance of a task order for design and permitting services does not legally obligate the City to authorize the construction phase of that specific project with the selected Contractor. The City reserves the right to take completed designs and competitively bid the construction phase separately if it is deemed in the City’s best interest to do so.
Proposers will be responsible for fully understanding the scope of the work specified and to judge for themselves what is needed to accomplish the work to be done. The submission of a proposal hereunder shall be considered evidence that the proposer is satisfied with respect to the conditions to be encountered, and the character, quantity and quality of the work to be performed.
Work will be performed by the selected Contractor on an as needed basis. Services will be provided on a per project basis and will be scheduled per the direction of the City of Rochester Hills’ designated representatives. The contractor will provide a cost proposal for each project as requested by the City and will proceed with work upon approval by the City’s designated representative. The selected contractor must provide all labor, materials, equipment, and technical oversight necessary to execute projects. Projects may include, but is not limited to, the following items:
• Evaluate and develop project designs to address objectives
• Prepare and secure required permitting to complete projects
• Bank Reshaping & Slope Modification
6 | P a g e
• Toe Protection; utilizing materials such as stone, secured logs, and root wads.
• Soil Stabilization; utilizing material such as biodegradable coconut coir fabric
• Bioengineered Layering and plantings; such as Integrating live branch packings and live stakes consisting of native, site-adapted species.
• Installation of Instream Habitat Features
• Riparian Buffer Establishment and planting.
The initial contract term is estimated to begin October 1, 2026 and end September 30, 2029, unless otherwise extended by mutual agreement between the Contractor and the City for an additional two (2) years. The Contractor shall be notified by the City of its desire to extend the contract period prior to the expiration of the contract period. The Contractor’s services are generally needed on a regular basis December through March each year and on an as-needed basis throughout the remainder of the contract period as needed.
Proposals shall be in conformance with and subject to instructions to proposers. Proposers must furnish references and demonstrate to the City’s satisfaction their ability to provide the services specified.
The City reserves the right to perform work in-house or to assign specific projects on a separate competitive or negotiated basis to the selected firm(s) or other firms currently working on existing City projects.
GENERAL SPECIFICATIONS
Stabilization, Bioengineering, and Habitat Implementation
• Design and execute soft-engineering and bioengineered streambank stabilization techniques to address accelerated lateral erosion and bank failure.
• Implement aquatic habitat improvements, including the strategic placement and long-term management of large woody debris structures, root wads, rock vanes, and cross-vanes.
• Perform selective grading and slope modifications to transition failing, vertical banks into stable, naturalized flood-stage benches.
• Restore riparian buffer zones using native plantings, live stakes, live fascines, and heavy-duty, 100% biodegradable coir erosion-control fabrics.
Regulatory Compliance and Permitting
• Identify critical design constraints, pedestrian accessibility issues, and upstream/downstream regulatory variables across project sites.
• Prepare, submit, and acquire all required environmental permits, including Michigan
Department of Environment, Great Lakes, and Energy (EGLE) Part 301 (Inland Lakes and Streams) and Part 303 (Wetlands) joint permit applications.
• Maintain absolute compliance with local Soil Erosion and Sedimentation Control (SESC) rules, state environmental mandates, and federal code requirements.
7 | P a g e
Subsurface Utility Verification
• The Contractor shall accept sole responsibility for utility verification and conflict management at all designated task order sites. Prior to any subsurface disturbance, mechanical grading, or bank reshaping, the Contractor must contact MISS DIG in accordance with Michigan Public Act 174. The Contractor shall design and execute stabilization measures to avoid impacts to existing stormwater infrastructure, utility easements, and public/private outfalls unless explicitly authorized by the City.
Materials All structural rock, boulder, topsoil, and granular backfill material brought on-site by the Contractor must be clean, inert, free of trash, and sourced from a verified, un-contaminated upland location. Earthen fill and topsoil materials must be free of noxious weed roots, terrestrial invasive reproductive fragments, and chemical contaminants. The City reserves the right to request material origin certifications or analytical testing data prior to delivery on city premises.
Site Safety and Decontamination Protocols
• All operations must comply with local, State, and Federal laws, alongside strict OSHA and MIOSHA guidelines.
• To prevent the spread of aquatic nuisances and terrestrial invasive species across the localized watersheds, the contractor accepts full responsibility for thoroughly cleaning and decontaminating all tools, boots, and heavy machinery prior to arriving at and upon departing from any city work site.
Structural and Vegetation Warranty
• The Contractor shall provide a minimum one-year full labor and material warranty on all structural workmanship and hard-stabilization installations (e.g., toe stone, root wads, log structures)) starting from the date of final City acceptance of an individual task order. Additionally, all bioengineered elements, specifically live stakes, bare-root plugs, and riparian native plantings, shall carry a one-year vegetative survival warranty guaranteeing a minimum 85% survival rate. The Contractor shall be responsible for a single, mandatory post-construction inspection with City personnel one year after project completion to evaluate performance and execute any necessary warranty replacements at no additional cost to the City.
Use of City Premises
• Contractors must report to the City's representative each day work is performed on-site.
• Personnel must confine equipment, materials storage, and staging operations strictly to the boundaries defined by local laws, permits, or city directions.
