About this opportunity
The Georgia Department of Transportation is procuring 2,160 stream mitigation credits from USACE-permitted commercial mitigation banks under ITB-484-MIT091522-A, with bids due September 15, 2022 at 2:00 p.m. EST. Bidders must be authorized representatives of mitigation banks with primary service areas containing Hydrologic Unit Code 03060104 and serving Franklin and Madison Counties — a restrictive eligibility gate.
Credits must satisfy 2004 USACE Standard Operating Procedures for wetland and stream mitigation. The successful bidder must commence procurement and complete all activities within 15 calendar days of receiving a written purchase order. Bid prices must be firm, fixed-price per full credit and total, inclusive of all administrative fees for credit transfer completion and documentation submission to GDOT and USACE.
GDOT reserves the right to make single or multiple awards to the lowest responsive and responsible bidder(s), subject to USACE approval. If the lowest bidder lacks sufficient credits, GDOT will award to subsequent low bidders until the full 2,160 quantity is met. Selected bidders must accept a Notice of Intent to Award within 72 hours. Bids remain valid for 90 days following the submission deadline and cannot be withdrawn during this period.
The awardee is Wright Brothers Construction Company, Inc./Mason Branch Mitigation Bank at a total contract value of $248,400. Bidders must submit completed bid forms, certifications, and a Georgia Security and Immigration Compliance Act Affidavit via email to Contracting Officer R. Steve Farrar. Questions must be submitted in writing by September 2, 2022 at 2:00 p.m., with responses posted to the Georgia Procurement Registry. GDOT reserves the right to transfer surplus mitigation credits to future projects with administrative costs invoiced to GDOT at the time of transfer.
