This Invitation to Bid (ITB-484-MIT091522-A) is issued by the Georgia Department of Transportation (GDOT) for the purchase of stream mitigation credits required for GDOT construction projects in Franklin and Madison Counties. GDOT is soliciting bids from USACE-permitted commercial mitigation banks with primary service areas containing Hydrologic Unit Code 03060104. The project requires 2,160 stream credits to satisfy wetland or stream mitigation requirements according to the 2004 United States Army Corps of Engineers (USACE) Standard Operating Procedures. Bidders must submit completed bid forms, certifications, and the Georgia Security and Immigration Compliance Act Affidavit electronically to the Contracting Officer, R. Steve Farrar, at rfarrar@dot.ga.gov. Bids are due by September 15, 2022, at 2:00 PM EST. The successful bidder must commence procurement of credits and complete all activities within 15 calendar days from the date of the written purchase order. GDOT reserves the right to make single or multiple awards and will award to the lowest responsive and responsible bidder(s), subject to USACE approval. If the lowest bidder does not have sufficient credits, awards will be made to subsequent low bidders until the full quantity is fulfilled. Once a Notice of Intent to Award is issued, written acceptance must be received within 72 hours.

The bid price shall be a firm, fixed price including all administrative fees required for credit transfer completion and submittal of appropriate documentation to GDOT and USACE. Bidders must specify the unit price per full credit and the total bid price on the bid form. Bids must remain open for 90 days following the deadline and cannot be withdrawn during this period. GDOT is a tax-exempt authority of the State of Georgia and will not reimburse bidders for proposal preparation costs. The solicitation emphasizes non-discrimination in employment and procurement practices, requires compliance with drug-free workplace policies, and mandates participation in the E-Verify federal work authorization program. All bidders are encouraged to compete regardless of disadvantaged business status. GDOT reserves the right to reject any and all bids, waive technicalities, and transfer surplus credits to future projects with administrative costs invoiced to GDOT at the time of transfer.
