About this opportunity

Manor Independent School District (MISD) in Travis County, Texas, is issuing a Request for Proposals (RFP 26-006RFP) for Strategic Staffing Services and workforce solutions to support district operations across 15 kindergarten through grade 12 campuses. The procurement seeks qualified firms to provide temporary, temporary-to-hire, and permanent staffing services including recruitment, talent acquisition, placement, onboarding support, performance monitoring, and compliance management across administrative, clerical, professional, technical, and specialized roles. Proposals must be submitted electronically through the Euna Portal by February 26, 2026, at 2:00 PM Central Time, with a pre-proposal conference and vendor demonstrations scheduled at the District's Purchasing Department (10335 US Highway 290E, Manor, Texas 78653), available in-person or virtually via Webex. The contract term is one year with options to renew for three additional one-year periods, with no guaranteed minimum amount of work. The evaluation criteria are weighted as follows: purchase price (30 points), reputation and experience (5 points), quality of services (15 points), alignment with District needs (20 points), past relationship with Manor ISD (5 points), HUB/SWMVBE compliance (5 points), total long-term cost (10 points), and other relevant factors (10 points), for a maximum of 100 points. Mandatory proposal submissions must include Company Information, Vendor Certification, EDGAR Compliance, Pricing and Service Affirmation, detailed pricing sheets with fixed hourly rates for labor positions (Consulting Manager, Senior Consultant, Consultant, and other specified roles), certificates of insurance, Conflict of Interest Questionnaire, IRS Form W-9, and acknowledgment of any addenda; proposals will be evaluated on a best-value basis, and the District reserves the right to conduct discussions and negotiations with responsive proposers and request best and final offers.

The RFP includes set-aside considerations for HUB (Historically Underutilized Business) and SWMVBE (Small, Women, Minority, Veteran Business Enterprise) compliance, with these factors weighted in the evaluation process. Vendors must comply with multiple federal, state, and local statutory requirements, including debarment and suspension status verification, felony conviction disclosures, conflict of interest certifications, anti-lobbying certifications, compliance with Texas Family Code child support provisions, House Bill 89 (Israel boycott prohibition), Senate Bill 252 (Iran and foreign terrorist organization restrictions), Senate Bill 13 (energy company boycott prohibition for contracts valued at $100,000 or more), Senate Bill 19 (firearm and ammunition industry discrimination prohibition), and Senate Bill 1226 (foreign ownership restrictions). Insurance requirements include Commercial General Liability ($1,000,000 each occurrence/$2,000,000 aggregate), Professional Liability/E&O ($5,000,000 per claim/aggregate), and Cyber Liability ($5,000,000 per claim/aggregate), with Manor ISD named as Additional Insured on all applicable policies. Proposers must submit at least three references from current customers outside of MISD, with preference given to educational agencies (K-12), government agencies, and firms providing substantially similar services; references must independently submit completed Past Performance Questionnaires directly to the Purchasing Coordinator by February 26, 2026, at 2:00 PM Central Time. The RFP does not specify a guaranteed budget or award value; all purchases are contingent upon available funding, and the District reserves the right to award to single or multiple vendors or make no award.
