About this opportunity

Orange County, Florida is seeking sealed bids for a Term Contract for Stormwater Pipe Installation and Repair (Solicitation Y22-1026-CR), with responses due electronically via the OpenGov e-Procurement Platform by 4:00 pm EST on Tuesday, May 31, 2022. The procurement requires a contractor to provide comprehensive services including labor, materials, equipment, and incidentals necessary for installing and repairing storm sewer pipe, ditch bottom inlets, curb inlets, and roadside ditches throughout Orange County. The contract is structured as a unit price term contract with a base year and two optional extension years, covering various infrastructure repair and installation locations within the county. A non-mandatory virtual pre-bid conference is scheduled for May 4, 2022, and bidders must demonstrate technical capability and previous experience in similar stormwater infrastructure projects. Evaluation criteria will likely include pricing, technical capability, references, and compliance with local ordinance requirements, with bidders required to be registered in the U.S. Department of Homeland Security's E-Verify system.

The solicitation includes specific set-aside and participation goals, notably a 25% Minority/Women Owned Business Enterprise (M/WBE) participation requirement, with bidders required to demonstrate good faith efforts toward meeting this goal. Additionally, the contract provides service-disabled veteran business enterprise preferences with sliding scale bid preferences based on contract value. Performance and payment bonds are mandatory for contract amounts exceeding $100,000, and bidders must comply with various local ordinances including ethics, equal opportunity, and tobacco-free campus policies. The estimated total contract value is $17,414,787.65, with unit pricing established for various structural elements like curb inlets of different types and depths. Prospective contractors must provide detailed references demonstrating previous experience in comparable stormwater infrastructure projects, and must be prepared to integrate with existing county infrastructure and technology systems.
