About this opportunity
The City of Rockville, Maryland is requesting proposals for stormwater management facility maintenance program support across approximately 221 public stormwater best management practice facilities, with proposals due September 18, 2026 at 2:00 p.m. EST. The City has established an MFD-V (minority, female, disabled, and veteran-owned business) outreach program to encourage participation from these business categories.
The scope spans five maintenance categories — Traditional SWM Facilities, Environmental Site Design Minor Maintenance, Permeable Pavers/Pavement, Vegetation Management, and Underground Facilities — organized into inspections at Maryland Department of the Environment-required frequencies (typically every three years), routine maintenance at specified intervals without direct city scheduling, and non-routine maintenance completed on an as-needed basis. Work includes sediment removal, vegetation management, infiltration testing, permeable pavement cleaning with performance verification, and structural assessments of above and underground infrastructure. The contractor will function on-call following award.
Minimum qualifications include five consecutive years of stormwater BMP maintenance and inspection experience; at least one team member holding MDE Erosion and Sediment Control Responsible Personnel Certification; MOSH safety records from the past five years; and good financial standing. Category-specific requirements mandate specialized equipment (excavators, mowers, vacuum trucks, permeable pavement cleaning systems), Maryland licenses for tree experts and professional engineers, current MDA Pesticide Applicator certifications, and Chesapeake Bay Landscape Professional certification or equivalent. Proposers must demonstrate compliance with City of Rockville standards, Maryland Department of Transportation specifications, AASHTO standards, and OSHA/MOSH requirements.
The contract term is one year with four optional one-year renewal periods. Award may be made to a single contractor or multiple contractors on a category basis, determined by highest weighted score combining technical qualifications and price. Proposers must submit unit prices for all line items and hourly rates for professional staff. A nonmandatory pre-proposal meeting is scheduled for July 14, 2026 at 10:00 a.m. ET. Technical questions are due August 20, 2026; addenda will be issued by September 3, 2026.
Opportunity text
The City of Rockville is a Municipal Separate Storm Sewer System (MS4) Phase II community and is required to maintain stormwater BMPs in functioning condition, effectively treating stormwater runoff from a Maryland Department of the Environment (MDE)-approved percentage of the impervious surface acres located in Rockville. Functioning condition entails that BMPs are inspected, at minimum, on an MDE required inspection frequency (every three years for most types), receive passing scores, and do not show excessive signs of deteriorating effectiveness applicable to the specific BMP type, such as ponding in a dry BMP, erosion causing structural instability, unwanted or excessive plant growth, or sedimentation impeding stormwater flow or infiltration.
