REQUEST FOR PROPOSAL # 39-26
STORMWATER MANAGEMENT (SWM) FACILITY MAINTENANCE PROGRAM SUPPORT
I. PROJECT OVERVIEW
A. Intent This project is intended to provide City of Rockville with support maintaining stormwater best management practices (BMPs). Support may include inspection of structures and designed plantings, routine maintenance as well as specialized, non-routine maintenance on both green and grey infrastructure (SWM) BMPs both above and below ground, coordination with the City on traffic control and site access for certain facilities, and hauling and proper disposal of soil, plant, and other maintenance waste as applicable. This project also intends to provide general professional services to further support BMP maintenance activities and enhance the City’s SWM maintenance program, including engineering, project management, and other technical services to support the planning, design, modification, rehabilitation, and decommissioning of SWM facilities when needed.
The Scope of Work is divided into five (5) maintenance categories, to reflect the distinct facility types and their maintenance needs. The Contractor(s) may submit proposals for any or all categories, provided they meet the minimum qualifications for each category they propose. The City may award one contract covering all categories, or multiple contracts to different qualified contractors on a category basis, depending on the best interests of the City.
Certain categories include routine maintenance services to be performed at specified frequencies and timeframes without direct scheduling by the City, as well as non-routine line items to be completed on an as-need basis upon City authorization.
B. Background The City of Rockville is a Municipal Separate Storm Sewer System (MS4) Phase II community and is required to maintain stormwater BMPs in functioning condition, effectively treating stormwater runoff from a Maryland Department of the Environment (MDE)-approved percentage of the impervious surface acres located in Rockville. Functioning condition entails that BMPs are inspected, at minimum, on an MDE required inspection frequency (every three years for most types), receive passing scores, and do not show excessive signs of deteriorating effectiveness applicable to the specific BMP type, such as ponding in a dry BMP, erosion causing structural instability, unwanted or excessive plant growth, or sedimentation impeding stormwater flow or infiltration.
The City maintains a public stormwater BMP inventory of approximately 221 facilities, as of the date of this RFP, spanning the following facility types:
a) Bioretention and Microbioretention
b) Flowsplitter
c) Grass Swale: Structural, Microscale
d) Green Roof – Extensive
e) Infiltration Trench
f) Oil-Grit Separators, Proprietary and Generic
g) Outfall Restoration
h) Permeable Pavement and Pavers
i) Ponds, including Wet and Dry Ponds with and without Extended Detention, Extended
Detention Shallow Wetlands, and Surface Sand Filters
j) Underground Sand Filters
k) Stream Restoration
l) Underground Pipe Storage, Water Quality Filters, and Vault Storage
Under the Scope of Work, these facility types will be listed individually, or in groups where designs and volumes as applicable, within one (1) or several of the City’s five (5) stormwater management facility maintenance categories, depending on the type of maintenance needed and/or BMP type. These maintenance categories are listed below:
a) Traditional SWM Facilities
b) ESD Minor Maintenance
c) Permeable Pavers
