About this opportunity
Greenville County, South Carolina is seeking an experienced engineering firm to provide professional Stormwater Management Consulting Services through RFP #25086. The procurement focuses on implementing NPDES Phase I stormwater permit requirements, including TMDL negotiations, floodplain analysis, and comprehensive stormwater-related services. The selected contractor will support the county's ongoing stormwater management program, which is currently in its fourth permit cycle, with specific deliverables including watershed master planning, flood studies, illicit discharge investigations, industrial runoff monitoring, and regulatory compliance efforts. Proposals are due on April 15, 2025, at 3:00 pm, with a tentative award date of May 30, 2025, and a planned contract start date of July 1, 2025. The county will evaluate proposals based on nine equally weighted criteria: responsiveness, firm capability, scope of work methodology, familiarity with regulatory requirements, experience, technical expertise, past performance, and references. Proposing firms must demonstrate comprehensive understanding of stormwater management regulations and provide detailed technical approaches to addressing the county's environmental management needs.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The contract will require comprehensive insurance coverage, including $1,000,000 in general liability, $1,000,000 in automobile liability, statutory worker's compensation, and professional errors and omissions insurance. While a specific contract value was not disclosed, the county will not consider per-diem payments and expects all expenses to be inclusive in the total price. The contract includes provisions for potential extensions, with the ability to renew for up to four additional annual terms. The Sample Services Agreement indicates that the contract is subject to non-appropriation clauses, meaning it could become void if funds are not appropriated in the current or subsequent fiscal years. Contractors should be prepared for potential contract termination with 30 days' written notice and understand that the county will only pay for services completed to its satisfaction.
