About this opportunity

Wake County General Services Administration is requesting proposals for wastewater treatment, well water treatment, storm water testing, and grease trap permitting and testing services across 12 county-owned facilities under RFP #26-046, with proposals due May 21, 2026 at 2:00 PM and a mandatory site visit beginning April 29, 2026 at Crowder Park in Apex.

The scope spans wastewater treatment, testing, and permitting; well water treatment, groundwater monitoring, and permitting; storm water testing and permitting; and grease trap testing and permitting. Contractors must submit hourly rates for licensed and certified professional staff, per-unit consumable costs (liquid chlorine bleach, soda ash, caustic soda), and a completed maintenance log example. All costs including mileage, fuel, fuel surcharge, depreciation, and labor burden must be inclusive in bid amounts and hourly rates. Chemicals and spare parts are billed at cost plus no more than 10 percent markup; subcontractor costs at actual cost plus no more than 5 percent markup. The contractor bears liability for fees resulting from negligence, errors, or omissions; Wake County covers fees from normal operations or equipment failure.

The contract runs July 1, 2026 through June 30, 2027, with renewal options for up to four additional one-year terms. Price adjustments on renewal are limited to the Bureau of Labor Employment Cost Index or 5 percent, whichever is less. Pricing is submitted on a per-location annual basis with monthly billing. WCGSA may award to one or multiple vendors on a per-location basis.

Evaluation criteria include company expertise and technical competence, past performance, employee qualifications, area familiarity, service capabilities, technical support, and cost. Up to three firms may be shortlisted for interviews and presentations. A virtual pre-bid meeting is scheduled for April 28, 2026 at 9:00 AM EST. Written questions are due May 5, 2026 at 5:00 PM, with addenda issued by May 11, 2026. Contract award is anticipated in June 2026.
