About this opportunity

The Colorado Department of Public Health and Environment (CDPHE), Office of STI/HIV/Viral Hepatitis, is requesting bids for home-based STI/HIV/HCV test kits under IFB 2027000007, with bids due August 25, 2026 at 2:00 PM and the written inquiry deadline August 12, 2026.

Bidders must be CLIA-certified, CAP-accredited (or COLA/CLIA-inspected laboratories meeting all federal requirements), HIPAA-compliant laboratories with FDA-cleared diagnostic platforms and a minimum of three years' experience in STI/HIV/HCV prevention. The scope includes five testing options — HIV only, Syphilis only, Hepatitis C only, Gonorrhea/Chlamydia only (including three-site and single-site configurations), and a comprehensive package combining all four — delivered through an online ordering portal with secure bilingual access for result retrieval. Vendors must provide test kits free to clients via voucher system while billing CDPHE, manage kit fulfillment with discreet mailing to clients' homes, deliver bulk kits to public health agencies and community-based organizations, and provide provider consultations. The target population includes men who have sex with men, transgender individuals, people who use drugs, people experiencing homelessness, and other underserved populations.

The total five-year budget is not expected to exceed $1,000,000, contingent on state and federal funding availability. The contract term runs January 1, 2027 through December 31, 2027, with potential renewal for up to four additional one-year periods, not to exceed five years total. Historical data indicates CDPHE receives approximately 200–300 test kit orders per month, with 65–70% of ordered kits returned for processing. Pricing evaluation uses a standardized calculation multiplying each kit fee by two and the processing fee by one across all testing options.

Bid submissions must not exceed 15 pages (excluding attachments) and include qualifications descriptions, references from at least two similar organizations, completed vendor information forms, and a pricing sheet. All bidders must register with the Colorado Vendor Self Service (VSS) system to be eligible for award. Evaluation occurs during the week of August 31, 2026, with award to the lowest responsible and responsive bidder. Bids must be submitted through BidNet at www.bidnetdirect.com/cdphe no later than one hour before the deadline.
