About this opportunity

The Colorado Department of Public Health and Environment (CDPHE) is requesting bids on STI/HIV/VH home test kits under IFB 2027000007, with bids due August 25, 2026 at 2:00 PM and written inquiries due August 12, 2026. Award will be made to the lowest responsible and responsive bidder.

Mandatory qualifications include a minimum of three years' experience in STI/HIV/HCV prevention, HIPAA compliance, and use of CLIA-certified and CAP-accredited laboratories with FDA-cleared diagnostic platforms. The scope encompasses individual and comprehensive test kit options for Syphilis, HIV, Hepatitis C, Chlamydia, and Gonorrhea delivered through an online platform with discreet home delivery. The successful vendor must provide test kits free to clients through a voucher system with direct billing to CDPHE, operate a secure bilingual portal for test requests and results accessible to both clients and CDPHE, deliver clinical oversight including provider consultations and local treatment resources, and report demographic and positivity rate data to CDPHE. All pricing must be submitted on the required price sheet with each test priced independently; no additional undisclosed fees will be reimbursed.

The CDPHE total budget for the five-year period is not expected to exceed $1 million, with pricing subject to modification based on funding availability and vendor performance. The contract runs January 1, 2027 through December 31, 2027, with optional renewal for up to four additional one-year periods not to exceed five years total. Proposals must not exceed 15 pages excluding required attachments and must include qualifications demonstrating how mandatory requirements are met and references from at least two similar organizations. Evaluation occurs the week of August 31, 2026. Standard State of Colorado Purchase Order terms apply, including 45-day payment terms and mandatory insurance including $1 million general liability minimum. Work is performed within the State of Colorado.
