About this file

This document provides electronic submission instructions for vendors responding to solicitations issued through the Colorado Department of Public Health and Environment (CDPHE) utilizing the Rocky Mountain E-Purchasing System (BidNet), a centralized online platform used by multiple governmental entities. The solicitation pertains to STI/HIV/VH Home Test kits for the State of Colorado. Vendors must register on www.bidnetdirect.com/cdphe to submit proposals, with registration available at no cost, though vendors may elect to pay an annual fee for automatic email notifications of matching opportunities. Vendors are required to use the "Place a Bid" button to submit responses and must receive a confirmation page verifying successful submission. Proposals will not be accepted after the specified deadline, and the ability to upload documents halts precisely at the bid submission deadline regardless of completion status.

Vendors should prioritize completing registration well in advance of the submission deadline, as the registration and setup process requires time. Submissions should be completed no later than one hour prior to the solicitation deadline to allow adequate time for the system to process the proposal upload, which typically occurs within five minutes. BidNet will send email confirmation upon successful proposal upload. All inquiries, questions, comments, or concerns must be directed to the procurement contact via email rather than through the submission application. Vendors requiring technical assistance should contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2, and should not contact the procurement contact for technical support matters.

Exhibit A Electronic Submission Instructions:

Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.

Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.

Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.

Things to remember:

a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.

b. The solicitation submission application typically uploads proposals within five minutes.

Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.

c. BidNet will send an email confirmation if the proposal was uploaded correctly.

d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
