About this opportunity
The Delaware Army National Guard is seeking bids for the Stern East Readiness Center Renovations project located in New Castle County, Delaware. The project involves renovating an existing 8,086 square foot Field Maintenance Shop into a new office space and secure storage facility for the Recruiting and Retention Battalion. Specific deliverables include creating approximately 4,922 square feet of office space with a reception area, conference room, breakroom, print shop, nine offices, nine cubicles, two unisex toilets, and a janitor's closet. The renovation also requires constructing a 39-space parking lot on the east side of the facility and upgrading mechanical, plumbing, and electrical systems, including installation of a new fire alarm system. A mandatory pre-bid meeting is scheduled for March 5, 2024, at 10:00 AM, with sealed bids due by 1:00 PM on March 25, 2024, at the Biden National Guard/Reserve Center. Each bid must include a 10% bid security, and contract documents can be obtained from Tetra Tech, Inc. for a non-refundable $100 fee.
The procurement encourages participation from Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE), Women-Owned Business Enterprises (WBE), and Veteran-Owned Business Enterprises (VBE), with no discrimination based on race, color, national origin, or sex in award consideration. The successful bidder will be required to post 100% performance and payment bonds. Prevailing wage rates for New Castle County have been established, with hourly rates varying by trade classification - for example, elevator constructors at $109.83, electricians at $79.17, and plumbers/pipefitters/steamfitters at $75.55. The contract documents are restricted from public display due to potential public safety concerns, and qualified vendors must follow a specific process to obtain full project details. While specific budget ranges are not explicitly stated, the comprehensive renovation scope and system upgrades suggest a substantial investment in modernizing the Stern East Readiness Center facility. The Owner reserves the right to reject any or all bids submitted.
