About this opportunity
The Transbay Joint Powers Authority (TJPA) is soliciting bids under Invitation for Bids for stationary engineering services at the Salesforce Transit Center in San Francisco, with questions due November 6, 2026 and bids due December 4, 2026 at 2:00 p.m. Pacific Time. The TJPA has established no Small Business Enterprise utilization goal and no DBE goal under its race-neutral DBE program, though DBE participation is encouraged. Bidders must pass minimum qualifications: five years of commercial stationary engineering experience within the last ten years on similar size and scope, five years of Northern California experience, and appropriate staffing and equipment capacity.
The contractor operates, maintains, and repairs building systems including HVAC, plumbing, electrical, structural, physical security, and signage across facilities exceeding 1 million square feet, including a LEED Gold certified facility. Work includes routine and preventive maintenance, security camera installation and maintenance, and support for special events and capital improvements. The contractor also supports IT, network, and media vendors on power infrastructure for 274 digital screens and performs semi-annual filter replacements as directed. Required staffing comprises one Chief Stationary Engineer, one Assistant Chief Stationary Engineer, eight Stationary Engineers, and one second-year Apprentice Stationary Engineer. Response standards are 30 minutes for emergencies, four hours for urgent requests, and 24 hours for routine requests. Elevators and escalators are under separate TJPA contracts, and the TJPA pays utilities. The contractor supplies personnel, tools, equipment, technology, and materials at its own cost, though specialized tools and IT equipment purchased become TJPA property.
Prevailing wages follow the California Department of Industrial Relations Special Prevailing Wage Determination dated September 24, 2026, with a base rate of $76.50 per hour for Stationary Engineers, $42.08 per hour for Utility Engineers, and $49.73 to $72.68 per hour for apprentices by period. Health and welfare contributions are $15.46 per hour and pension contributions are $17.56 per hour. The contract term is five years with no options to extend. Pricing is lump-sum annually for Years 1 through 5, and award goes to the lowest responsive and responsible bid. Business travel is not reimbursed. Required certifications include USDOT requirements, federal debarment and suspension, New Restrictions on Lobbying, Buy America, and Fly America. The TJPA is a consortium of the City and County of San Francisco, Alameda-Contra Costa Transit District, Peninsula Corridor Joint Powers Board/Caltrain, the San Francisco Municipal Transportation Agency, and the California High-Speed Rail Authority. The TJPA Board is recommended to approve the contract on January 14, 2027, with Notice to Proceed anticipated in February 2027.
